STATEMENT OF ISSUE: The Department of Airports requests approval by the Board of
County Commissioners for Hangar Lease Amendment Number One, with QR Air, LLC, Mr
Quin Ducharme and Mr. Rodger Bagwell, Block 7 Lot 4, at the Destin Executive Airport (DTS),
to extend the term of the lease for an additional two (2) years.
BACKGROUND: On February 17, 2015, the Board approved a recommendation from the
Department of Airports Director to eliminate the requirement to have lessees pay for the ten (10)
foot setback from the footprint of their hangar(s) and authorized the recommended extension of
their term and associated expiration date for two (2) additional years, as fair compensation for
the previously billed and paid setback. On May 11, 2015, the Board approved an Assignment of
Lease from Destin Landings, Inc. to QR Air, LLC. The ten (10) foot setback from the footprint
of the hangar was deleted in the Assignment of Lease but the recommended extension of the
term was inadvertently not included. Amendment Number One extends their expiation date of
the Lease for two (2) years. QR Air, LLC is in full compliance with all terms and conditions of
their lease. QR Air's certificates of insurance and the contract and lease internal coordination
sheet is attached.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: Staff recommends Board approval of QR Air's Amendment Number
One, extending the term of the lease by two (2) years.
