BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 19, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: First Amendment to State Infrastructure Bank (SIB) Loan
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
First Amendment to a Florida Department of Transportation State Infrastructure Bank (SIB) loan
the County's Department of Airports.
BACKGROUND: The Department of Airport secured a $3 million federally funded FDOT SIB
loan to meet the cash match requirement for the Bob Sikes Airport (CEW) Taxiway A
Rehabilitation and Stormwater Master Plan grants. The Board of County Commissioners
approved this loan on January 11, 2011. The term of the loan is 10 years at 3% annual interest.
The actual funding requirement upon completion of the projects was only $2,803,250.97. The
FDOT has adjusted the principal and interest accordingly in this Amendment. The reduction in
interest to be paid over the term amounts to $160,760.48.
OPTIONS: Approve, Disapprove or Table
RECOMMENDATIONS: The Airport Staff recommends the Board approve this amendment
by authorizing the Chairman to sign the attached Signature Resolution.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 19, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Ratification of Chairman's Signature on FAA Grant Applications
DEPARTMENT: Airport
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Board of County Commissioners is requested to ratify the
Chairman's approval of three (3) Airport grants submitted to the Federal Aviation Administration
for Fiscal Year 2014 Airport Improvement Program (AIP) grant funding and acceptance of the
grants when offered under expedited procedures.
BACKGROUND: FAA's Airport Improvement Program (AIP) grants for FY 2014 were due
August 6th under an extension to enable the County to obtain actual bid prices. Applications are
being submitted for three approved capital projects: (1) Destin Air Traffic Control Tower, (2)
new Passenger Loading Bridges for lower level gates and (3) Bag Lift Devices for new and
existing PLB's. Pre-applications for these projects were submitted by the County in March to
enable FAA to program funds. Final bids for the Destin tower were not received until July 30th;
which, with required coordination, did not make the deadline for the August 5 BCC agenda. The
Chairman agreed that the County's Grant procedures for an emergency situation was appropriate
for his signature on August 5. The policy requires the Board ratify the action at its next regular
meeting.
Since the FAA must issue and receive the accepted grant offers in time to process them before
the end of the Fiscal Year (September 30), they request special handling to expedite the
Chairman's acceptance of the grants. Therefore this action also requests BCC approval for the
Chairman to accept the grant with his signature.
OPTIONS: Approve, Disapprove or Table
RECOMMENDATIONS: The Airport Staff requests the Board ratify the Chairman's signature
to submit the grant applications, and authorize the Chairman to accept the grant offers when
received by signing the grant agreement(s) and any future grant documents that may be required
during the term of the grant(s). A copy of the FAA grant assurances required for the acceptance
of federal funding is attached for information only.
