AGENDA REQUEST
DATE: August 19, 2014
TO: Honorable Chairman and Members of the Board
FROM: Zan Fedorak
SUBJECT: Seeking Approval to Award Contract for Construction of Boarding
Bridges and Bag Lifts
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: [PUR] Seeking approval to award contract for the construction of
Boarding Bridges and Bag Lifts at the Northwest Florida Regional Airport (AP 49-14).
BACKGROUND & ANALYSIS: On November 5, 2013, the Board of County Commissioners
approved the request to design and install 2 new passenger boarding bridges. A Non-Mandatory
Pre-Bid Meeting was held on May 14, 2014 at the Northwest Florida Regional Airport and the
Bid Opening was held on July 25, 2014. There were two proposals received. However, Thyssen
Krupp was the only bid to meet specifications at a base bid of $1,686,452 with additives making
the final total of $1,998,640. The project consists of the construction of two new Passenger
Boarding Bridges for Gates A-1 and A-2 on the West side of the terminal. Also included in this
project will be the replacement of the 400hz/48VDC ground power units and the pre-conditioned
air units. The bridge structure will consist of a ramped fixed tunnel, a rotating rotunda,
telescoping bridge tunnel section, a cab with full controls for moving the bridge into position,
vertical and horizontal drive system, a hooded canopy over the fuselage, and provisions to re-
mark the apron for the new parking positions associated with revised docking procedures than
what is currently marked and the potential for larger mix of aircraft at these positions. In
addition, the airport will be adding 4 new bag lift devices to each of the existing B Gates. The
project is funded from 90% FAA; 5% FDOT and 5% local. Proposed construction duration is
241 days.
OPTIONS: Approval/Deny award of the contract for the construction of Boarding Bridges and
Bag Lifts at the Northwest Florida Regional Airport (AP 49-14) for a total cost of $1,998,640
and authorize the Chairman to sign the contract.
RECOMMENDATION: Staff recommends approval of the contract for the construction of
Boarding Bridges and Bag Lifts at the Northwest Florida Regional Airport (AP 49-14) for a total
cost of $1,998,640 and authorize the Chairman to sign the contract.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 19, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Approval for RFP to Finance Airport Capital Projects
DEPARTMENT: Airport
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
the solicitation for $5 Million in interim cashflow financing for capital projects
BACKGROUND: As an enterprise fund, the Airport Department must maintain adequate
unrestricted cash balances in order to satisfy certain coverage requirements for bond
issues. In addition, in order to maintain its BBB+ rating from Standard and Poor's, the
Airport's liquidity is a major consideration. The Department of Airports has six major
capital projects estimated at $22.4 Million in total cost over the next several years that will
severely strain its unrestricted cash balances. These projects include the Aircraft Rescue
and Fire Fighting facility on Eglin at $3.3 million, the Destin Air Traffic Control Tower at
$5 million, the Foy Shaw Access Road at Bob Sikes Airport at $7.5 million, the Northwest
Florida Regional Airport Baggage Handling and Inspection System at $4.5 million, two
new Passenger Loading Bridges (PLB) at $1.9 million, and four new bag lifts for PLB's at
$200,000. These projects are all significantly Federal Aviation Administration/Florida
Department of Transportation (FAA/FDOT) grant and Department of Homeland
Security/Transportation Security Administration (DHS/TSA) Other Transaction
Agreement (OTA) funded, but must be funded with Airport reserves up front pending
reimbursement from the government agencies. Two of these anticipated reimbursements
are particularly lengthy. The TSA is funding (100% of the Baggage Handling and
Inspection System, but quarterly reimbursements can take up to an additional 120 days for
approval processing. The Foy Shaw Road project is funded primarily (80%) from FDOT,
but under the deferred reimbursement agreement between FDOT and the County, the
funding is from future appropriations over three fiscal years beginning in 2017. The initial
assessment of the Airport staff and its Financial Advisor (PFM) is that a minimum of $5
million in the form of a "bridge loan" as a line of credit will provide the interim pay -as-
you-go financing until reimbursement from DHS, FAA and/or FDOT is received.
The Department staff is requesting BCC approval to solicit proposals from commercial
banking institutions and obtain quotes from the Florida Association of Counties (FAC)
Pooled Commercial Paper Program. FAC loans have been used on two prior occasions:
$4.5 million during the construction of the Terminal Development Project, and another
$2.0 million during the construction of the Rental Car Service Facility and several other
related projects. Most recently, the Airport successfully solicited commercial banking
institutions for funding the 2014 Refunding Bond issue fore the 2003 Series Bonds.
OPTIONS: Approve, Disapprove, Table
Packet Pg. 375
RECOMMENDATIONS: Airport Staff recommends solicitation from both of the
identified sources; FAC Commercial Paper Program and commercial bank loans.

Florida Local Government Finance Commission (FLGFC)
Pooled Commercial Paper Program
• This Pooled Commercial Paper Program is sponsored by the Florida Association
of Counties.
• The Airport participated in the program for the Terminal construction – $4.5 mil.
o Repaid from proceeds of Series 2003 Bond issue
• The Airport also participated in the program in 2008 to assist in construction of
projects for rental car service area and cargo facility in the amount of $2 million
o Repaid from proceeds of Series 2014 Bond issue
• The Airport is considering participating in the program again to fund projects at
NWFRA, Bob Sikes, and Destin Airports
o Purpose is to serve as a “bridge” loan pending reimbursement from grants
anticipated to be received from the FAA and FDOT over the next five
years
• Interest rates are variable on this tax-exempt financing.
o Current short-term rates are approximately 0.25%
o Other fees authorized for the FLGFC result in an “all-in” rate of
approximately 1.25%
o Flexible repayment terms
o Loan would be subordinate to Airport’s outstanding series of bonds
