SUBJECT: Revised 2013-2014, 2014-2015 and 2015-2016 SHIP Certifications.

STATEMENT OF ISSUE: In order to utilize State Housing Initiatives Partnership Program
funds, it is necessary for the County to certify that funds will be used in accordance with the
strategies provided in the current Local Housing Assistance Plan.
BACKGROUND: On May 21, 2013, the Board of County Commissioners approved the 2013 -
2016 Local Housing Assistance Plan for Okaloosa County and the City of Fort Walton Beach,
including the Interlocal Agreement through which the City and County agree that the funds will
be allocated to Okaloosa County provided that 20% of the funds are spent within the City unless
qualified projects cannot be found. The SHIP program is administered by the non-profit
Okaloosa Community Development Corporation under contract with the County.
These three certifications were previously approved by the Board and submitted to the Florida
Housing Finance Corporation (FHFC). Upon review, the FHFC has advised the following
changes need to be made;
2013-2014 - Special needs eligible required to be “Yes”, Break out allocation between County
and City within the category column, and the addition of the Authorized Signature for the City of
Fort Walton Beach.
2014-2015 - Special needs eligible required to be “Yes”, addition of A/R Code column and the
addition of the Authorized Signature for the City of Fort Walton Beach.
2015-2016 - Special needs eligible required to be “Yes”, addition of A/R Code column.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners
authorize the Chairman to sign the attached certifications, and authorize the Contracts and Grants
office of the Okaloosa County Clerk of Circuit Court to transmit the signed certification to the
Florida Housing Finance Corporation.
