STATEMENT OF ISSUE: Public Hearing for the adoption of Ordinance 16-__ amending the
tourist development plan.
BACKGROUND: On June 21, the Board unanimously approved a public hearing to convene on
July 19 to receive comments regarding proposed amendments to the tourist development plan.
The Board tabled the matter until August 2, 2016 to allow additional review.
Pursuant to F.S. 125.0104(4)(c), the County has previously approved and adopted a tourist
development ordinance setting forth the plan for tourist development. In order to substantially
amend the plan of tourist development, F.S. 125.0104(4)(d) requires an ordinance enacted by an
affirmative vote of a majority plus one additional member of the Board.
The primary purpose of this amendment is to update the plan as follows:
identify funding for multi-use recreational pathways as an appropriate use of tourist
development tax revenues;
pursuant to recent legislation, identify funding for public safety purposes as an appropriate
use of tourist development tax revenues;
conform administrative provisions with the requirements of Florida Statutes; and
update revenue projections under each percentage point.
The proposed amendments to the tourist development ordinance are identified as follows:

The TDC recommended approval of this amendment to the tourist development plan ordinance
at its meeting on June 23.
This public hearing was duly noticed in the Northwest Florida Daily News on July 5 and tabled
to a time certain by the Board at its meeting on July 19.
