STATEMENT OF ISSUE: Request Board approval of the updates to the Title
VI/Nondiscrimination Policy and designate the County Administrator as the signing authority for
the Title VI/Nondiscrimination policy and associated current and future assurances.
BACKGROUND: The County receives federal financial assistance from a variety of sources for
projects such as planning, project development, design, right-of-way acquisition, and
construction. The policy recommended herein ensures that the County, its contractors,
subcontractors, sub-recipients and consultants comply with Federal and State nondiscrimination
authorities, including the statutes; US Department of Justice (USDOJ), US Department of
Transportation (USDOT) and Federal Highway Administration (FHWA) regulations, orders and
notices; the policies and procedures implemented by the Florida Department of Transportation
(FDOT); and other federal and state agency requirements.
In addition, the County operates as a certified Local Agency Program (LAP) which allows it to
receive federal-aid for transportation projects. As a certified LAP Agency, the County is required
to demonstrate certain qualifications, capabilities and to achieve performance expectations
between certification cycles.
The changes noted are administrative in nature: 1) Name a new Title VI Coordinator following
Rick Owens' resignation; and 2) Update the physical addresses of the Board of County
Commissioners, Risk Management and Human Resources Departments.
OPTIONS: Approve/Deny
RECOMMENDATIONS: 1) Approve the updates to the Title VI/Nondiscrimination Policy;
and 2) Designate the County Administrator as the signing authority for the Title
VI/Nondiscrimination Policy and associated current and future assurances.
