BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 7, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Update of FTA Title VI Plan (Performance Measures) DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: In order to receive Federal financial assistance under the Federal Transit Act of 1964, the County must have an adopted Public Transportation Title VI and Nondiscrimination Policy and Plan Including Limited English Proficiency (LEP). The Title VI Plan ensures that no person on the basis of race, color, or national origin will be subjected to discrimination in the level and quality of transportation services and transit-related benefits. The Plan also sets forth minimum Performance Standards (page 10) for fixed route service. BACKGROUND: On March 14, 2014, the Board of County Commissioners adopted Transit's Title VI and LEP Plan currently in effect and the Plan was revised and adopted December 15th, 2015 to reference the "Florida Civil Rights Act of 1992", as well as other applicable Federal statutes. The Public Transportation Title VI and LEP Plan sets forth a set of transit performance standards including on-time performance, load-factors, service availability and vehicle-headway minimums. These standards have been updated and incorporated into a revised Plan. FDOT has reviewed and approved the newly revised performance standards. OPTIONS: The Board may approve or not approve the revised Transit Title VI Plan with the updated Performance Standards. RECOMMENDATION: The Department of Growth Management requests that the Board approve and authorize the Chairman to sign the Public Transportation Title VI and Limited English Proficiency Plan and authorization for staff to enter it into the Federal Transit Administration's APPIAN (formerly TEAM) system.
