Public Content
This Pre-GMP will authorize the District's Total Program Manager (TPM) to provide designs for the the roof replacements and
associated flashing, trim, etc. as well as perform the required inspections and testing with Tremco. The TPM will not move forward with a
GMP submittal until it is agreed that the market has returned to a more favorable financial cost position. It is not expected that the
market will return to normal during the current budget year however, this will enable the District to be ready to replace the roofs when the
market stablizies. As a result, the Superintendent, Staff and District Construction Representative are recommending
to re-appropriate the current approved capital outlay budget for roof replacement to the school security upgrade
project #3328. It is expected that the roof replacements projects could be funded in the next fiscal year Capital
Outlay budget. The roof replacement project descriptions are as follows:
Edge Elementary School - This project will consist of the tear-off and replacement of the existing foam over ballasted built-up roofing
system on Classrooms 28 and 29 (Building 4). The existing roof is installed over a concrete deck, and extends over the walkway below.
The existing layers of roofing will be removed and replaced with a new, District-standard Tremco modified bitumen/polyisocyanurate
insulation roofing system with related flashing and perimeter coping.
Valparaiso STEMM - This project will consist of the tear-off and replacement of the existing Foam over ballasted built-up roofing system
over the old Kindergarten classroom building (300 wing). The existing roof is installed over a metal deck. The existing layers of roofing
will be removed and replaced with a new, district-standard Tremco modified bitumen/polyisocyanurate insulation roofing system with
related flashing and perimeter coping.
Crestview High School - This project will consist of the tear-off and replacement of the existing coated foam roofing system over the

The Pre-GMP cost is not to exceed $189,968. The Total Project budget will be $2,110,750.00, if Program #6 Task Order #1 is
approved. The budget would be comprised as follows:
1. District-Wide School Security Upgrades - TPM - Project #3328 $ 723,000
2. Roof Replacements - TPM - Project #3309 & #3330 1,387,750 (Net Available after Pre-GMP See
Program #6 Task Order #1)
Total $ 2,110,750
The Project description is as follows:
District-Wide School Security Upgrade Project (Phase 1) – Pursuant to the District provided priority list, the TPM will
inspect various schools across the district that are deemed “vulnerable” and in need of design or configuration changes to
provide for a more secure, single point of entry for each campus. These designs, in conjunction with new fencing on the sites,
will force all foot traffic to enter at a single controlled point, thereby increasing the security of the campus by limiting
uncontrolled access. Depending on the current layout, location of the main office on the campus and construction materials
used, the complexity of the redesign will differ from school to school. The approach is to assess each school individually with
the understanding that no two solutions will likely be the same.
