BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 17, 2015
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Utility Work By Highway Contractor Agreement With The Flordia
Department of Transportation
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests the Board of County Commissioners (BCC) to
approve and authorize the Chairman to execute two Utility Work by Contractor Agreements. The
agreements are attached for your consideration, along with the County Contract Review
Coordination Sheets.
BACKGROUND: FDOT has three separate projects under construction on Highway 123.
Okaloosa County Water and Sewer (OCWS) has a 30 inch water main running along the entire
length of Highway 123. This is a critical transmission water main that brings water from our Mid
County area to our Garniers and West County service areas. The water main is the main source
of water for our West County service area and the only source of fire protection for the Okaloosa
Regional Airport. The water main must remain in service at all times for those reasons. Two of
the three FDOT projects have planned storm pipes crossing our water main at various locations.
Some of the planned crossings are deep under our water main. Trenching the storm pipe
crossings at the planned depths would pose a significant risk to our water main. Excavating a
trench across the water main alignment would require the live water main to remain suspended
over a large open pit during the storm pipe installation. This creates a dangerous situation where
the live water main is likely to move at the joints (deflection). If the joints move to much, it
could result in a catastrophic failure of the water main. If a failure occurs with a full pipe flow, as
much as 2 million gallons of water could be discharged. That's enough water to completely
devastate the surrounding area which would possibly include the existing road. Injury and loss of
life are possible during an event of this scale. Fire protection for the Okaloosa Regional Airport
would be compromised.
OCWS coordinated with FDOT to find an alternate method for their contractor to safely cross
the water main. OCWS proposed that FDOT's contractor use jack and bores for the deep storm
pipe crossings. The use of jack and bores would allow a steel casing to be pushed under the
water main, eliminating the need to excavate near the water main. This would dramatically
reduce the risk associated with the deep storm pipe crossings. A safer alternative was not found
and FDOT agreed that this was the safest method. The jack and bores will cost more to install
than the planned installation by trenching. FDOT has not budgeted for the protection of our
water main using jack and bores. FDOT asked if OCWS would participate in the cost. OCWS
agrees that the purpose of the jack and bores would be for the protection of our water main and
the additional cost was due to our request for a safer method to be used for the deep storm pipe
crossings.
One Utility Work by Contractor Agreement is for one 36 inch diameter jack and bore on FDOT
project number 411102-4-56-01 on Highway 123. The project location is at the northern end of
Highway 123 near the new flyover construction. The cost for this jack and bore is $63,597.74.
The second Utility Work by Contractor Agreement is for two 36 inch diameter jack and bores on
FDOT project number 411102-03-56-01, located between Toms Creek and Turkey Creek on
Highway 123. The cost for these two jack and bores is $54,573.00. The total cost for both
agreements is $118,170.74.
Funds are available for this agreement in our approved FY2015 Capital Improvement Plan (CIP).
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS staff recommends BCC approval and authorization for the
Chairman to execute the two Utility Work by Contractor Agreements with FDOT.
