BACKGROUND: Waste Management's Springhill Landfill is a Class I landfill located at 4954 Hwy. 273, Campbellton, Florida. The landfill generates a byproduct from its underdrain system. This byproduct is commonly known as leachate. Waste Management of Leon County, Inc. currently provides a service to the landfill to receive, transport, and dispose of the leachate. This product must be disposed of in such a way that complies with relative local, state, and federal regulations. The Arbennie Pritchett Water Reclamation Facility (APWRF) is capable of receiving (at the digester), treating, and disposing of this leachate, at a capacity not to exceed 19,500 gallons per day. The County's charge to Waste Management for this leachate is $0.10 per gallon. This charge takes into consideration the risk to the plant and our incremental cost increase of treating and disposing of the leachate. Therefore, staff wishes to enter into an agreement with Waste Management of Leon County, Inc. for OCWS to receive, treat, and dispose of the Springhill Landfill leachate. This agreement provides a valuable service to the landfill by complying with all relative local, state, and federal regulations, and provides a safe and reliable means of disposal that serves the interest of both parties as well as the health and safety of the public. For OCWS, the agreement provides revenue. The agreement is attached for your review, along with the County Contract Review Coordination Sheet and their Certificate of Insurance. OPTIONS: Approve or deny. RECOMMENDATIONS: Staff recommends BCC approval for the Chairman to execute the agreement with Waste Management of Leon County, Inc. for the County to receive, treat, and dispose of landfill leachate. Alford; Kimberly Kilpatrick; Jeff Littrell Subject: Waste Management/Spinghill Agreement - follow-up on Contract Review Contract Review Team, We received the signed Coordination Sheet (attached) on 12/16/2013 for this proposed contract with Waste Management, to set a price for them to pay us to take their leachate from their Springhill landfill. After that approval, we sent the agreement to them to execute, but heard nothing for months. In the past week or so, they have come back to us to execute the agreement, but requested we revise some language in the agreement. They simply wanted us to define some terms better. We have therefore tweaked some of the technical language and updated the contact info for Waste Management. As this is wastewater/technical info, I doubt it pertains to Purchasing, Risk Management, and Legal, BUT I want to send it back to you for review just in case. Please review the highlighted changes in the attached MS Word version, and let us know if you have any objections or comments by Friday March 21. We will then prepare the agenda request for the Apr 1 BCC meeting. As always, please call me if you want to discuss. Thanks, Mark Wise, P.E. Alford Sent: Wednesday, March 12, 2014 9:01 AM To: Joanne Kublik Cc: Mark Wise Subject: FW: Waste Management (Spinghill) Joanne, Packet Pg. 633 Concerning the attached documents for the Springhill contract, I never received a reply from Springhill until recently. Before that we speculated they were no longer interested. However, they have recently petitioned for renewal. They made necessary revisions to the original contract( Waste Management Leachate clean updated) and in doing this, we also noticed areas of the contract needing modification. The latest contract is attached, which we(OCWS) and Springhill has agreed upon. Please look at the latest contract (Okaloosa Co WWTP DRAFT disposal Agreement OCWS Revision) and confirm our revisions/modifications are legit. We will probably need to take it through the review process again. Thank you for your consideration in this, and if I can provide additional info, let me know. From: Darren L.
