BACKGROUND & ANALYSIS: During the current auction process it was brought to our attention that bidders were interested in purchasing the ceiling tiles from within the Shalimar Annex. These tiles were not included on the previous surplus items lists which were presented for approval. Purchasing is seeking authorization from the Board to auction the ceiling tiles through our contracted auctioneer Global Enterprises (C14-2104-PUR). The auction of the tiles will be done with a quick turn-around to attempt to complete the auction and pick-up of all items as soon as possible to prepare the building for demolition. OPTIONS: Approve/Disapprove auction of surplus ceiling tiles from the Shalimar Annex through Global Enterprises. RECOMMENDATION: Staff recommends approving auction of surplus ceiling tiles from the Shalimar Annex through Global Enterprises. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 596 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 1, 2014 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Nature Lake Phase I - Final Plat Approval DEPARTMENT: Growth Management BCC DISTRICT: One - Commissioner Harris STATEMENT OF ISSUE: To review the final plat for Nature Lake Phase I, a proposed 92 lot single family detached residential subdivision as submitted by David Smith with Innerlight Engineering Corporation on behalf of the property owner, CG Olson, LLC. The property is currently zoned Residential 1 (R 1) with the Future Land Use Map (FLUM) designation of Low Density Residential (LDR). The property is located north of Lake Silver Road, west of Dogwood Drive, Crestview and contains 107.63 acres more or less. BACKGROUND: Nature Lake Subdivision is a proposed three (3) phase residential development consisting of a 160 lot single family detached subdivision. As Auburn Water has only approved the first phase of development, the Development Order (DO) for Nature Lake Phase I was issued on February 4, 2013 for 92 lots. On July 2, 2013 the Board of County Commissioners and Nature Lake of NW Florida, LLC entered into a Development Agreement for Nature Lake which includes a specific condition (4.4(a)) that, prior to recording of the final plat for Phase I, the developer must design, construct and dedicate a deceleration/turn lane from Lake Silver road into the main entrance of the development. The Development Agreement has been recorded in the public records in OR Book 3107 Page 3784. OPTIONS: Approve/Disapprove the final plat. RECOMMENDATIONS: The proposed final plat is consistent with the Okaloosa County Comprehensive Plan and Land Development Code. The condition specified in Section 4.4 (a) of the Development Agreement pertaining to the right turn lane off of Lake Silver Road has been designed and constructed as part of the Phase I development. The said improvements will enter the County’s warranty period in conjunction with the BCC approval of the final plat on April 1, 2014. Staff recommends that the Board of County Commissioners approve the final plat as presented. Revision 1 (attached) adds $12,800.00 to the current Task Order amount, for a new Task Order total of $164,300.00. BACKGROUND: Constantine Task Order 70, for $151,500, was approved by the BCC in February 2013. Task Order 70 directed Constantine to design, permit, and manage the construction of a new 4.2 MGD sewer repumping station. The project includes installing a new repump station to allow OCWS to divert the flow from the old Niceville Valparaiso Regional WWTF and pump all of the wastewater received from the East County Sewer Service Area via the Meigs-Seminole Pump Station to the Arbennie Pritchett Water Reclamation Facility (APWRF). For a more detailed background on Constantine Task Order 70, please see the attached past agenda request. This same background applies to Revision 1. As part of this project, a building will be constructed to house the above-ground pumps and electrical equipment, in a climate-controlled environment. When the scope of work was defined early on (before design began) and included with Task Order 70, staff did not know the type, size, or method of building construction. Our plan now is to put together bid documents to contract out the construction of this building, that would include a metal building (approximately 45' x 25'), the foundation, MEP (mechanical, electrical, and plumbing work non-associated with the pumps & panels), and other appurtenances. As bid documents are formulated, architectural services are needed to design this building and associated infrastructure. Revision 1 of Task Order 70 adds $12,800 in scope of work for architectural design services and associated support (permitting assistance, bid phase services, and services during construction). OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Constantine Task Order 70 Revision 1, adding $12,800.00, for a total not to exceed amount of $164,300.00 on the Task Order. RECOMMENDED BY: Packet Pg. 609 APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 610 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 19, 2013 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Constantine Task Order 70 DEPARTMENT: Water and Sewer BCC DISTRICT: 1&5 STATEMENT OF ISSUE: The scope of services for this task order includes professional engineering and technical services required to design, permit, and manage the construction of a new 4.2 MGD sewer repumping station. The project includes installing a new repump station to allow OCWS to divert the flow from the old Niceville Valparaiso Regional WWTF and pump all of the wastewater received from the East County Sewer Service Area via the Meigs-Seminole Lift Station to the Arbennie Pritchett Water Reclamation Facility (APWRF). The Scope of Work for this task order has been developed and negotiated with Constantine Engineering per the terms of our Master Services Agreement to perform these services and requires approval by the Board of County Commissioners. Task Order 70 is attached for your review. BACKGROUND: In July of 2009, OCWS entered into a Memo of Understanding with Eglin Air Force Base (Eglin) to upgrade the 7th Special Forces Group (7SFG) force main in order to accommodate future wastewater flows from Duke Field, Camp Rudder, and Eglin Main Base. In September of 2012, OCWS entered into a contract with Eglin to treat the wastewater from Eglin Main Base and to construct the necessary infrastructure to transmit the wastewater. Included in this scope of work is for OCWS to design and construct a sewer pump station near the Main Base WWTP (at the Northwest Gate). This pump station will transmit wastewater from Eglin Main Base to the 7SFG force main, ultimately leading to APWRF. The new Main Base Lift Station will be owned and maintained by OCWS. Terms of the contract with Eglin allows conveyance of the wastewater from the East County/Bluewater Bay Service Area to the Main Base Lift Station. The cost to upsize this lift station to accommodate East County flows will be borne by OCWS. The agreement allows OCWS to reduce the total force main footage required to convey wastewater to
