BACKGROUND: On April 9, 2008, the County entered into a contract with Milliman, an actuarial services company, to perform the GASB 45 actuarial study. The GASB 45 study estimates the county’s future liability for retiree health insurance. The contract calls for a fee of $16,000 for the initial study. No contract amount is specified for future years. The bill for the fiscal year ended September 30, 2013 is $3,500. This amount is less than the amount stated in the contract for the initial study; therefore, Finance will not pay for the services without formal BCC approval. OPTIONS: The commission may authorize payment of the Milliman invoice in the amount of $3500 or provide further direction. RECOMMENDATIONS: Risk Management recommends that the commission authorize payment of the invoice for services rendered. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 415 Packet Pg. 416 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 1, 2014 TO: Honorable Chairman and Members of the Board FROM: Dino J. Villani SUBJECT: Contract Coordination for EMS Billing Services DEPARTMENT: Public Safety BCC DISTRICT: All STATEMENT OF ISSUE: Request Board approval to begin contract coordination for EMS billing services with Advanced Data Processing, Inc. (ADPI) / Intermedix. BACKGROUND & ANALYSIS: The purpose of the contract is to provide professional billing services for EMS. The scope of the contract includes, but is not limited to, patient care reporting, data sharing with key hospitals and reporting to the Florida Department of Health Bureau of EMS, compliance auditing, fee collection, insurance claims, and direct revenue payments. Proposals from six billing companies were submitted on March 7, 2014. The board approved selection committee met on March 24, 2014 to review and rank the proposals. The committee unanimously recommended that ADPI be awarded the contract. ADPI is the current billing contractor and has provided this service for Okaloosa County EMS since May 1999. Through the RFP process, the company proposed continuing and enhancing services at a substantial savings compared to the current contract. Currently, ADPI charges 8.58% of collections which includes Tough Book field computers for electronic patient care reporting. In this proposal they reduced their collections fee to 5.83% providing the same services for an approximately $118,000 annual savings. OPTIONS: Approve or Reject the request to begin the contract coordination process with ADPI. RECOMMENDATION: Staff recommends approving the request to begin the contract coordination process with ADPI.
