AGENDA REQUEST
DATE: April 1, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: [Airports] FDOT Grant for Bob Sikes Airport Aircraft Parking Apron
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve a
grant offer to overlay the aircraft parking apron at Bob Sikes Airport.
BACKGROUND: This Joint Participation Agreement (JPA) provides $97,500.00 (80%) of the
estimated project cost of $121,875.00. The apron area and adjacent taxi lane condition has been
rated as very serious to poor by the Florida Department Of Transportation (FDOT) inspection
report of December 2013. This project will address the most serious areas in the first phase of
reconstruction. Phase II and III will be addressed with future FDOT assistance. Federal Aviation
Administration (FAA) eligibility for assistance will involve application for discretionary funding
since Bob Sikes Airport is a General Aviation airport and only receives $150,000 a year of
Federal grant entitlements. The total remaining estimate for bringing the remaining apron areas
up to satisfactory/good rating is about $3 million.
OPTIONS: Approve, table or disapprove
RECOMMENDATIONS: The Airport staff recommends the Board approve this Joint
Participation Agreement and authorize the Chairman to sign the required signature resolution.

SUBJECT: [Airports] FDOT Grant for Bob Sikes Airport Infrastructure Upgrade
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to accept a Joint
Participation agreement (JPA) from the Florida Department of Transportation to upgrade certain
infrastructure needs at Bob Sikes Airport.
BACKGROUND: This grant offer of $50,000.00 (80% of a $62,500 project) is to assist in the
upgrade of Bob Sikes Airport, erosion control and infrastructure related to failed stormwater
drainage pipe at the north end of the airfield. Erosion has been a consistent problem at Bob
Sikes Airport over the years. The majority of the problems have been resolved with the recent
significant rehabilitation of the runway and taxiway, but this problem is localized to the repair of
a broken stormwater drainage pipe as stated in Exhibit "A" of the JPA.
OPTIONS: Approve, disapprove or table
RECOMMENDATIONS: The Airport staff recommends the Board approve this grant offer and
authorize the Chairman to sign the attached Signature Resolution.
