RE: Request for Proposal for Transit Services
Dear Ms. Fedorak,
Maruti Fleet & Management, LLC (Maruti) is pleased to present our proposal for the operation of
the Transit Services in Okaloosa County, Florida
Maruti is uniquely qualified to be the provider of these services, as an experienced transportation
provider that is also a certified woman owned and minority owned disadvantaged business
enterprise (DBE). Maruti provides transit services to the Central Florida Transit Authority {Lynx) and
The Jacksonville Transportation Authority {JTA) as well as passenger shuttle transportation services
to Walt Disney World {Disney Magical Express) — ane of the most demanding customers in the
country and Fixed Route services in Lake County, Florida. We also provide Tram Services at Ft.
Lauderdale Airport, and Paratransit Services at Palm Beach as well as NEMT Services in San
Antonio, TX and Corpus Christi, TX. Maruti has the knowledge, resources, experienced team, and
understanding to meet or exceed OCT’s needs and expectations.
With this proposal, you will find a complete and comprehensive response to the counties RFP
requirements backed by a fundamental understanding of not only what has been required by the
RFP, but also what the Authority expects and desires of its Fixed Route and Paratransit service
provider. We not only speak to meeting the requirements, we have put systems and experts in
place to ensure that we will exceed your needs.
From our vantage point, we perceive the greatest challenge facing Okaloosa County’s service is
balancing the increase of costs due to the increased demand for the services and providing high
quality services. Because of these challenges, it is critical that the authority partners with a
professional responsive and responsible company that is willing to grow and change as the local
environment does and provides a realistic approach to cost containment without sacrificing service
delivery. Our efforts, as described in our proposal, will focus on gathering on-time performance,
passengers per vehicle hour productivity data with a focus in providing safe and reliable service.
Our business as a transportation provider to multiple contracts in Florida and Texas, as well as our
affiliations in APTA, COMTO, CTAA, the Florida Transit Association and the Transportation
Disadvantaged Commission gives us a broad understanding of the industry, trends and best
practices as well as resources. Maruti’s experience, understanding and resources make it a leader
for positive change, rather than follow a monolithic company uninterested in providing any more
than the contract requires.
Maruti will identify several local Small/ Minority companies to partner and supplement required
services under this contract. Maruti has chosen to establish businesses here, not only because we
have expectations of a contract, but also because we believe in the Okaloosa community and its
people and want to serve it with the best transportation services it deserves. Combined, we offers
100% DBE, and local participation for this contract.
You will find throughout our proposal that we have included new ideas to provide a world class
services. We will raise quality assurance to a new level by providing trained and professional
employees. We have also enhanced our training program to include more sensitivity training, and
will be employing a consumer advocate, who routinely uses the system, as a service liaison to advise
us of problems they perceive with the service operations and offer recommendations from a
passenger perspective on how we can improve our services.
In summary, Maruti Fleet & Management, LLC has included in the proposed pricing model the
following that will ensure our commitment to the OCT is complete. '
e Maruti Fleet & Management, LLC will provide all drivers and staff with an attractive compensation
and benefit package that will allow us to attract and retain quality employees.
¢ Road supervisor coverage during all hours of operation driving Compliant ADA-Equipped vehicles
to assist in maintaining on-time performance and improve customer service in the event of
breakdowns, traffic, cancellations, etc. .
e Partnership with area Community- Colleges and Vocational Schools to develop an internship
program to develop local transit talent.
s Passenger Recognition program supporting our passengers’ positive efforts.
In addition, Maruti is presenting a comprehensive proposal that addresses the goals established in
“The 2013-2014 Strategic Plan” and demonstrates Maruti’s commitment to the county’s strategic
priorities. This proposal will outline Maruti’s operating plan and methodologies that will assist OCT
in achieving the established goals and ultimately aligning services delivery to achieve the agency’s
Mission and Vision.
