Subject: Assistance with Parking Lot
Dear Commissioners,
I am requesting assistance from the County Public Works Department in completing the
development of a parking lot on parcel # 06-25-23-0000-0018-0080 (physical address #25 2nd
Street, Shalimar, FL) adjacent to the Sheriff’s Office Headquarters Complex. The property was
purchased to facilitate additional parking needs created by consolidation of Sheriff’s Office Central
District, Headquarters and Criminal Investigations Division operations at the Headquarters complex
located at #50 2nd Street in Shalimar. In total this consolidation will add approximately 100
employees to the complex creating the need for about 85 additional employee parking spaces.
There is also a need for 10-15 additional parking spaces for citizen customers who visit
Headquarters for various services.
These consolidation activities have caused numerous unforeseen expenditures from the Sheriff’s FY
2015 Budget resulting in a significant shortfall of funding available to complete the parking lot using
commercial contractors. We have sought and received two formal and one informal bid for the
work with each bid being in excess of $120,000 making them unaffordable given all the other
unbudgeted expenditures incurred by the consolidation.
Mr. Jason Autrey, Director of Public Works recently reviewed the project plan and estimates his
crews can complete the majority of the work for approximately $40,000 in material costs.
Discussions with Mr. John Hofstad, County Administrator indicates county work crews have
sufficient scheduling margin to allow completion of the work by late May or early June of 2015.
The Sheriff’s Office has the capability of covering the $40,000 in material costs as well as the
additional $34,000 needed to complete fencing, lighting and landscaping once the parking lot is
developed. If Commissioners will allow county work crews to complete the development work it
will save more than $46,000 thus making the project affordable. We simply can’t afford to fund
both the parking lot development and furniture cost for the investigations building without your
help. This proposal offers an opportunity for us to accomplish both these projects.
I had previously requested the Chairman’s assistance in finding ~$149,000 to furnish the Criminal
Investigation building currently under construction at the Headquarters Complex. If the
Commissioners authorize Public Works to assist with development of the above described parking
lot I can withdraw that request. I have spoken with Chairman Boyles regarding this matter and I
hope to present this request to you all at the next regularly schedule BOCC meeting on April 7th.
Please feel free to contact me if you should have any questions regarding this request.
Respectfully Submitted,
Larry Ashley
