situation 3 where I have been hired as a contractor, and what I was 4 being paid was compared to the employees of the 5 respective organization. I've never seen it work like 6 that. 7 CHAIRMAN PETERSON: Any recommendations or -- 8 MR. WINDES: Why don't we meet in the middle? 9 CHAIRMAN PETERSON: Yeah, I was going to say, I 10 mean, if we could give her 5,000 more, maybe that would 11 be perceived to be a token raise, but it's something. 12 I mean, I think we've got to be a little more fair 13 with her. If she is the commission, if she is doing more 14 work, it's a pretty big -- it's a pretty big concern, 15 according to the way Thom presented it at the board 16 meeting and the board accepted that it was important, 17 that it was functional, that it was productive. 18 I mean, that's all I've got to say about that. 19 MR. DIXON: We have a recommendation of 93,400. 20 Why couldn't we just make that an even hundred and carry 21 forward from there? 22 MR. WINDES: Is that a motion? 23 MR. DIXON: Yes. 24 MR. WINDES: I'll second it. 25 CHAIRMAN PETERSON: All right. We have a motion by Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 100 1.a 95 1 Tuffy, and a second by Commissioner Windes. Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 MR. GOSSOM: I'm sorry, I didn't get the motion. 3 CHAIRMAN PETERSON: It is basically -- is he 4 saying, you know, they're -- they're requesting -- or 5 what we were looking at was $93,400. 6 MR. GOSSOM: Uh-huh. 7 CHAIRMAN PETERSON: And instead, we're going to 8 round that all the way to 100, which, instead of 5,000 is 9 going to be more like -- 10 MS. HOSHIHARA: 6,600. 11 CHAIRMAN PETERSON: Right. 12 All right any further discussion? All those in 13 favor say aye. 14 (Ayes) 15 CHAIRMAN PETERSON: Anyone opposed? 16 MS. JOYCE: I oppose. 17 CHAIRMAN PETERSON: Okay, Rachel opposed. 18 All right. Let's move on there, Ed. 19 MR. SCHROEDER: Mr. Chairman, the last two we can 20 probably discuss together. But you recommended 21 increasing our payments to both chambers. That $10,000 22 to each we have asked to -- or we didn't have it, so 23 we're asking you to endorse going back to the 20,000 per 24 year to each chamber. 25 (Laughter) Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 101 1.a 96 1 CHAIRMAN PETERSON: Any comments? Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 MR. DIXON: Money, money. 3 CHAIRMAN PETERSON: All right. I mean, no one 4 seems to have any questions about that. 5 MR. WINDES: Well, again, I think they ought to 6 justify more. But, I mean, it's not there. Doesn't take 7 a genius to take a look around and see the support's not 8 there, so let's move on. 9 CHAIRMAN PETERSON: Well, I still appreciate what 10 the chambers do. 11 MR. WINDES: Absolutely. 12 MR. SCHROEDER: And then last item, as you 13 recommend, the increase requested by the Destin Fire 14 Control District. It was my mistake; I should have of 15 informed you at that last meeting that -- what is paid 16 the Destin fire department -- Fire District is dependent 17 upon what we pay for the Okaloosa -- for our own Okaloosa 18 lifeguards. 19 So, whatever the contract is this year with the 20 Okaloosa lifeguard package would be the same that is 21 given to Destin. 22 MR. DIXON: Don't we have a brand new memorandum of 23 understanding, or a contract with them? I mean, with the 24 fire district -- I'm sorry, for lifeguard services. 25 MS. HOSHIHARA: A new one? Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 102 1.a 97 1 MR. DIXON: No. It is within the last six months Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 it's been developed; right? 3 MS. DUNWORTH: That, I believe, was with the 4 Okaloosa County Fire District in association with the 5 beach rescue. 6 MR. DIXON: No. A contract that was developed 7 within the last six months with the fire district and the 8 county for lifeguard services. I thought there -- we had 9 just done a contract with them. 10 MS. HOSHIHARA: If we have I'm not aware of it. 11 MR. SCHROEDER: No. 12 MS. HOSHIHARA: The contract that I worked on with 13 the county was 20 -- was it 2013? 14 MS. DUNWORTH: The current contract that we have 15 with them took effect on October 1st of 2012. It was for 16 a two-year period with the option of two one-year 17 renewals. 18 MR. DIXON: Okay. 19 MS. HOSHIHARA: And that -- 20 MR. DIXON: Worked on something with them. I don't 21 remember what it was. 22 MS. HOSHIHARA: Right. And Destin Fire Control, 23 that was the first year. It was -- what we had to do was 24 apply it retroactively for that previous year since the 25 clerk's office was -- didn't actually have a written Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 103 1.a 98 1 contract and couldn't pay the money. Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 So under that contract the first year we made the 3 commitments, and then moving forward the contract 4 negotiation, the fire control district agreed that the 5 funds that they would perceive would be equal to whatever 6 the county's public safety received during its budget 7 process. 8 MR. DIXON: Okay. I seem to remember a discussion 9 of something like that six months ago, so ... 10 CHAIRMAN PETERSON: The issue is what we -- 11 whatever the county -- are the same? 12 MR. DIXON: Agreed. 13 MR. WINDES: Mr. Chairman? 14 CHAIRMAN PETERSON: Yes. 15 MR. WINDES: Historically, has there been any 16 consideration given to proportionality, or the -- the 17 number of tourists that these lifeguards look after, the 18 miles of beach, all that formula? I mean, isn't there a 19 -- isn't there a little consideration for that, or has it 20 never been the case? 21 CHAIRMAN PETERSON: You know, is -- the only thing 22 I know of that -- because my tenure here is exactly like 23 yours -- but the presentation that we got from Destin did 24 show some numbers that were showing Destin was 25 significantly more tourists. Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 104 1.a 99 1 And actually per tourist, the -- you know, it was, Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 like $.23 a head versus Okaloosa Island was $.60 cents a 3 head, or something of that nature. That's in our book 4 somewhere. Somewhere in the minutes. 5 MR. WINDES: We're getting the smell test here 6 again. Doesn't work for me. I'm one of nine. That 7 doesn't make any sense whatsoever. 8 CHAIRMAN PETERSON: Right. Then it's the same for 9 the -- Destin and for the county. 10 MR. WINDES: Well -- 11 CHAIRMAN PETERSON: I mean, I understand when you 12 put it that way. 13 MR. DIXON: I argued it the whole time. I was fire 14 chief of Destin, and, you know, it was to no avail, 15 but ... 16 MR. WINDES: Well, as far as I'm concerned, I 17 wouldn't have to split hairs and get right down to the 18 percentage point, but, I mean, it ought to be some 19 adjustment made, I would think. 20 MR. DIXON: I agree. I would hate to see the fire 21 district stay where it's at and the county lowered, 22 so ... 23 MR. WINDES: I'm sorry? 24 MR. DIXON: I said I would hate to see the first 25 district stay where it's at and the county's lowered, Destin Reporting & Technology Group (850) 837-5078 scheduling@destinreporting.com Packet Pg. 105 1.a 100 1 though, so -- so just -- just -- I think the fire service Minutes Acceptance: Minutes of May 29, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale 2 in both places, so ... 3 CHAIRMAN PETERSON: You know, in this -- you know, 4 you can almost go back to putting all the beach cleaning 5 and all the bathroom cleaning into one hand or one 6 basket. You could think the same thing here. There may 7 be some economy scale to have one entity cleaning -- I 8 mean, you know, lifeguarding all our beaches. 9 You know, and you might even could go in and have 10 some sort of police jurisdiction that's a liaison that's 11 an ambassador, you know, on the beach. Just -- just, you 12 know, from farther thought. You know, that's 13 tourist-friendly. 14 MR. WINDES: Well, we could open a big can of 15 worms -- 16 MR. DIXON: Yeah. 17 MR. WINDES: It's certainly something to think 18 about for the future, how that might be improved. 19
