STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
rejection of Request For Proposal (RFP) AP 74-14, Aircraft Maintenance Services, Jet Bridge
and Baggage Handling Maintenance Services. The Board of County Commissioners is requested
to approve the request to solicit proposals with a new RFP (AP 27-15) for Maintenance Services
for Passenger Loading Bridges and Baggage Handling Systems at VPS.
BACKGROUND: August 5, 2014, The Board of County Commissioners approved the request
to re-advertise for proposals/statement of qualifications for a company to provide aircraft
maintenance services, jet bridge maintenance and baggage handling system maintenance at the
VPS Airport. Two (2) proposals were received and both proposals did not address the minimum
requirements of RFP AP 74-14, therefore both respondents were deemed non-responsive. One
(1) of the respondents requested in writing to withdraw their proposal. Upon Board approval, a
new RFP (AP 27-15) will be advertised to solicit proposals for jet bridge maintenance and
baggage handling system maintenance at VPS Airport only.
Aircraft maintenance services are currently being provided by Emerald Coast Aviation (ECA) on
an "on call" "through the fence" basis under direct contracts with each respective airline. A
“Through the fence” is defined by the FAA as operating or accessing through a commercial
service airport for business or residential purposes. In ECA’s case, they are operating “through
the fence” to perform aeronautical services for the airlines. When this occurs, the FAA highly
recommends that the sponsor (County/airport) enter into an Operator/Manager Agreement for the
right to operate an aeronautical business on the airport. Hence, a separate agreement and permit
is currently being negotiated by the Department of Airports with ECA to continue to provide
aircraft maintenance services at VPS Airport.

RECOMMENDATIONS: Staff recommends the Board approve the rejection of RFP AP 74-14
and all associated proposals submitted and concur with the approval to re-advertise RFP AP 27-
15 for Maintenance Services for Passenger Loading Bridges and Baggage Handling Systems at
VPS.
