BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval to auction items through our on-line auction service DEPARTMENT: Purchasing BCC DISTRICT: ALL STATEMENT OF ISSUE: Purchasing requests Board approval to auction fixed assets and other items through Bidilla, Inc. (Formerly - Global Auction Services) (C14-2104-PUR). BACKGROUND & ANALYSIS: The County currently has fixed assets that are no longer being used by County staff or have reached the end of their useful life. (Fixed assets are defined as any item of a non-consumable nature, the value of which is $1,000 or more.) These items have been properly documented according to the fixed asset policy and are ready for disposal. Staff also has items that fall below the fixed asset threshold that are in need of disposal. Purchasing staff requests Board approval to auction the fixed assets and other items through our contracted auctioneer Bidilla, Inc. (Formerly - Global Auction Services C14-2104-PUR). This process allows the County to make these items available to the public for purchase through an on-line auction service. In addition, the Fleet Department has requested to auction a one (1) ton Ford E350 Cargo Van, fixed asset #07B17133, that was involved in an accident. The value of the van is such that it is not cost effective to repair the damages. There was a shelving unit installed in the van, fixed asset #17645, which will also be sold with the van in the auction. This process has been approved by Risk Management. The proceeds from these auctions will be returned to the appropriate County budgets to enhance funding for future projects and services. Staff also requests that these items be authorized to be removed from the fixed asset list upon receiving proper documentation of the sale and receipt of the sale proceeds. Lists are attached of all items to be auctioned. OPTIONS: (1) Approve/Deny auction of fixed assets and other items that are no longer being used by County staff, or have reached the end of their useful life, through Bidilla, Inc. (Formerly - Global Auction Services C14-2104-PUR). (2) Approve/Deny removal of auctioned items from the fixed asset list upon receiving proper documentation and receipt of sale proceeds. RECOMMENDATION: (1) Staff recommends approval to auction fixed assets and other items that are no longer being used by County staff, or have reached the end of their useful life, through Bidilla, Inc. (Formerly - Global Auction Services C14-2104-PUR).
