BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: September 6, 2016
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Approval of Purchase Order 21601008
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: Because an invoice from the County's permitting software
provider preceded the issuance of a purchase order to undertake permitting software
improvements, the Board must approve granting after-the-fact approval of the purchase order.
BACKGROUND: The Growth Management and Information Systems departments have been
working to improve the performance of the existing permit-processing software to provide better
customer service and more efficient operation. One of the improvements is the initiation of
automatic, real-time, email notification of inspection results sent directly to permit holders
immediately upon an inspector's entering the results into the system. The County's permitting
software did not have this capability, and so it was necessary to have the software provider, Tyler
Technologies, write a program specifically for this purpose. The program was written, and the
permit system now automatically sends an email to permit holders notifying them of inspection
results.
OPTIONS: The Board may approve or not approve Purchase Order 21601008; however, not
approving will result in the software provider not being paid for the completed program upgrade.
RECOMMENDATIONS: Staff recommends after-the-fact authorization of Purchase Order
21601008 in the amount of $4,000 to Tyler Technologies.
