BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 4, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: WS - Amendment 1 to Warren Averett Contract Renewal (C10-1809- BCC) DEPARTMENT: Water and Sewer BCC DISTRICT: ALL STATEMENT OF ISSUE: Water & Sewer staff request Board of County Commissioners (BCC) approval of Contract Amendment 1 of the Warren Averett Contract (C10-1809-BCC). Following the approval of the contract Amendment, staff requests approval of the separate Warren Averett W&S Inventory Analysis Engagement Letter, which is titled, Terms of Engagement July 7, 2015 and referred to as Exhibit A in the contract amendment. BACKGROUND: The Warren Averett firm has been providing audit services for Okaloosa County for a number of years. In the past couple of years they have made recommendations for improvements in the Okaloosa County Water & Sewer (OCWS) department. The approval of the contract amendment will allow Warren Averett to perform services relating to inventory analysis, accounting and other services, such as the reorganization of the Logistics warehouse operation to comply with segregation of duties principles. The amendment allows Warren Averett to perform this work before the start date of the term of the new contract (C10-1809- BCC). The separate Letter of Engagement (Exhibit A) stipulates a start date of August 4, 2015. With the approval of the contract amendment and approval of the separate Letter of Engagement (Exhibit A), Warren Averett will perform the services before the expiration of the contract amendment on September 30, 2015. A copy of Article 11 of Page 5 of the new Warren Averett contract (C10-1809-BCC) is attached, along with a copy of the separate Warren Averett W&S Inventory Analysis Engagement Letter, which is titled, Terms of Engagement July 7, 2015 and referred to as Exhibit A in the contract amendment, with a scope of work to be performed by Warren Averett specifically for OCWS. OPTIONS: Approve or Deny RECOMMENDATIONS: Staff recommends BCC approval of Contract Amendment 1 of the Warren Averett Contract (C10-189-BCC). Following approval of the Contract Amendment, staff recommends BCC approval of the separate Warren Averett W&S Inventory Analysis Engagement Letter, which is titled, Terms of Engagement July 7, 2015 and referred to as Exhibit A in the contract amendment for work to be performed by Warren Averett for Okaloosa County Water & Sewer. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
