BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 4, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: WS-Final Change Order & Final Payment - American Suncraft Contract to Paint & Repair Water Tanks DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests Board of County Commissioners (BCC) approval of Change Order #5 (Final Summary) in the deductive amount of $1,600.00 and final payment in the amount of $41,812.03 to American Suncraft Construction Company, Inc. to paint and repair Bluewater and Countryview Tanks on contract # C14-2160-WS. BACKGROUND: Via the County's formal bidding process, the BCC entered into a contract with American Suncraft Construction Company, Inc. on March 4, 2014 for the painting and repair of the Bluewater and Countryview elevated water storage tanks. Four (4) previous change orders were approved for this project. Those change orders addressed additional costs and contract time related to unforeseen conditions during the repair and painting of the tanks, as well as the relocation of a County antenna from the Bluewater Tank during the rehab of that tank. The project reached substantial completion prior to the contract date of March 13, 2015. Final reports of the inspection work were received in June 2015. The contract with American Suncraft was a unit price contract. Change Order #5 (Final Summary) adjusts the contract amount to deduct the welding on the Bluewater and Countryview Tanks that was not needed during the repair phase of the project. The net result of Change Order #5 is a deduction of $1,600.00 from the previously approved contract price, bringing the final cost of the project to $579,360.50. The change order adds no time to the contract. Now that all work has been completed and deemed sufficient, final payment is due on the contract. Upon BCC approval of the final payment, a five (5) year warranty period will begin on the coatings of the two tanks painted in this contract. For your review and consideration, please find attached the necessary close-out documentation and the completed Contract Close-Out Checklist. OPTIONS: Approve or deny.
