STATEMENT OF ISSUE: Request approval to retain firms of the three (3) highest ranked
submittals for investment banking services [underwriters].
BACKGROUND & ANALYSIS: On August 6, 2015, submittals were due for the investment
banking services (underwriters) request for qualifications. Six (6) responses were received and
were ranked by a selection committee consisting of County representatives and staff. Based on
the rankings by the selection committee, Purchasing is requesting that staff be authorized to
retain firms of the three (3) highest ranked submittals; a joint proposal from RBC Capital
Markets/Crews&Associates; and proposals from Merrill Lynch, Pierce, Fenner & Smith
Incorporated (Bank of America);and Stifel. These firms with the three (3) highest ranked
submittals will form a pool of investment bankers who will be available to assist, as needed, with
financial processes. Specific agreements that formulate rates and fees will be discussed during
each assigned financial process. The documents to formalize the firms being used on an as-
needed basis will be brought back before the Board for approval.
OPTIONS: Approve/Deny staff to retain firms of the three (3) highest ranked submittals for
investment banking services (underwriters): RBC Capital Markets/Crews&Associates; Merrill
Lynch, Pierce, Fenner & Smith Incorporated (Bank of America); and Stifel.
RECOMMENDATION: Staff recommends approval to retain firms of the three (3) highest
ranked submittals for investment banking services (underwriters): RBC Capital
Markets/Crews&Associates; Merrill Lynch, Pierce, Fenner & Smith Incorporated (Bank of
America); and Stifel.
