STATEMENT OF ISSUE: Purchasing requests Board approval to begin negotiating a contract
with HDR Engineering, Inc. for right of way acquisition services for the widening of PJ Adams
Parkway. (RFQ PW 70-16)
BACKGROUND & ANALYSIS: Public Works staff requested that Purchasing assist them
with the procurement of engineering services for the right of way acquisition services for the
widening of PJ Adams Parkway. A Request for Qualifications (RFQ) was advertised and a total
of two (2) responses were received. Purchasing staff moderated one (1) advertised Review
Committee meeting and discussions progressed regarding the selection of a vendor. The Review
Committee made a recommendation to begin contract negotiation with HDR Engineering, Inc.
Purchasing staff is requesting Board authorization to negotiate a contract with HDR Engineering,
Inc. as the highest ranked firm with a fully responsive submission to the RFQ. The completed
contract will be brought back before the Board for approval.
The role of the firm will be to serve as the Engineer-of-Record (EOR) for the proposed right of
way acquisition services for PJ Adams Parkway widening. Anticipated services include right-of-
way surveys, appraisals, negotiations and acquisition for identified needed right-of-way within
the project limits.
OPTIONS: Approve/Disapprove the authorization to begin contract negotiation with HDR
Engineering, Inc. for right of way acquisition services for PJ Adams Parkway widening.
RECOMMENDATION: Staff recommends approval to begin contract negotiation with HDR
Engineering, Inc. for right of way acquisition services for PJ Adams Parkway widening.
