BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 7, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Approval for New Part-Time Positions in the Court Services Development Department DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to reclassify one full-time Probate & Foreclosure Case Manager position (N69: $15.36 - $25.34) to one part-time Probate Case Manager position (N69: $15.36 - $25.34) and one part-time Foreclosure Case Manager position (N69: $15.36 - $25.34). BACKGROUND: The full-time Probate & Foreclosure Case Manager position was vacated on May 19, 2016 due to the incumbent's resignation. The department has reviewed its internal needs, evaluated the ability of one person to handle both probate and foreclosure cases and has determined it is more efficient and cost effective to have two part-time positions and separate the probate and foreclosure areas of responsibility than to have one person attempt to split their time equally between the two areas. Therefore, the department has requested to reclassify the vacant full-time Probate & Foreclosure Case Manager position to two part-time positions - Probate Case Manager and Foreclosure Case Manager. Further, this request will reduce the department's budget approximately $11,024.61 annually. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” OPTIONS: Approve/Deny RECOMMENDATIONS: Approve the reclassification of one full-time Probate & Foreclosure Case Manager into one part-time Probate Case Manager and one part-time Foreclosure Case Manager.
