BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 7, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Approval for New Position in the Public Works Department, Engineering Division DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to add a Property & Finance Manager position in the Public Works Department, Engineering Division. BACKGROUND: The Public Works Department, Engineering Division has requested to add a Property & Finance Manager position mid-year. Due to staffing limitations, there currently isn’t a custodian for the County's list of over 400 parcels of land. Development of the requested position would create a specific, initial point of contact for all BCC owned parcels and land lease related issues. In addition to being the real property custodian, the designation of financial manager is also included with the position. Due to the significant annual value of leases, there is a natural tie between the real property and financial impact with respect to the BCC. As seen with the recent renegotiation of a couple of the leases the County has with private entities, the annual value of lease revenue exceeds $900,000 annually. Included as a responsibility with this position is invoicing and payment monitoring for all general fund related properties. There is not currently a specific staff member within the Clerk or BCC that is responsible for providing invoices and verifying payment on leased properties. These specific functions as noted above will be incorporated with the overall management of the entire Public Works Department budget; annually across Public Works (Roads, Engineering, Stormwater, Traffic, CIP, etc.), Facility Maintenance (Buildings, Parks and Capital Outlay) and Fleet Operations the total budget exceeded $75,000,000 for FY16. Daily/routine tasks associated with financial management include account balance monitoring, expenditure compliance, budget transfer request management and program budget development. Additional job functions that are included with the requested position include grant application/acquisition/reporting, right-of-way management and property acquisition process management/execution. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” The proposed pay grade for the Property & Finance Manager position is 74 ($44,262.40- $74,048.00). While this is an addition to the budgeted positions within the Public Works Department, Engineering Division, the Public Works Director is confident he will be able to cover the cost of the position without any additional funding. Upon approval by the BCC, the position will be filled following established County policy. OPTIONS: Approve or Deny RECOMMENDATIONS: Approve the addition of a Property & Finance Manager position in the Public Works Department, Engineering Division at a pay grade of 74 ($44,262.40- $74,048.00).
