BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 18, 2015 TO: Honorable Chairman and Members of the Board FROM: Laura Porter SUBJECT: Health Reimbursement Arrangement DEPARTMENT: Risk Management BCC DISTRICT: All STATEMENT OF ISSUE: Request approval of the Health Reimbursement Arrangement as described in the Plan document and Adoption Agreement. BACKGROUND: On August 4, 2015 the Board approved implementing an integrated Health Reimbursement Account (HRA) for qualifying employees. Under the Plan, the County will provide $1,200 annually through an HRA to employees who decline health care coverage under the County's group health insurance plan due to being covered under a spouse's qualified group health plan or Tricare. This will replace the current stipend program which has been deemed problematic under federal regulations. The HRA funds may be used for reimbursement of eligible medical expenses, such as prescription medications, medical co-pays and out of pocket expenses, dental fees and vision fees. The Plan Document and Adoption Agreement have been reviewed by the County Attorney. Staff requests approval of the Plan Document and Adoption Agreement establishing policy guidelines for the Health Reimbursement Arrangement. Lockard & Williams Insurance Services, P.A., shall be appointed to serve as administrator of the HRA for the first year beginning October 1, 2015, and their services to administer this program may be renewed annually in accordance with their contract with the County. OPTIONS: Approve/Deny RECOMMENDATIONS: Recommend approval of the Plan Document and Adoption Agreement for the Health Reimbursement Arrangement and authorization for the Chairman to sign the Adoption Agreement.
