BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 1, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Confirm Appointment of Airports Director DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request confirmation of the County Administrator’s recommendation to appoint Mr. Tracy Stage as Airports Director effective February 29, 2016. BACKGROUND: The recruitment process for the Airports Director included extensive advertising both nationally and locally, resulting in 168 applicants. Upon review, a screening committee consisting of Commissioner Carolyn Ketchel, BCC liaison commissioner to the VPS Airport; John Hofstad, County Administrator; GinNeal McVay, Human Resources Director; Dino Sinopoli, Crestview Chamber of Commerce Airport Committee Chair; Greg Kisela, Destin City Manager; Nathan Sparks, Economic Development Council Executive Director; Julian "Chip" Cook, Aviation Subject Matter Expert; Major General Richard Secord (Retired) selected eight candidates, including one internal candidate, for telephone interviews. Of those, the committee selected three candidates for onsite interviews held on January 27, 2016. The screening committee has recommended to the County Administrator, who concurs with their recommendation, the promotion of Mr. Tracy Stage as Airports Director. Mr. Stage has been employed with Okaloosa County since September 2006, most recently serving as the County's Interim Airports Director for the last 5 months. Prior to joining the County, Mr. Stage was employed by The Boeing Company as a Project Administrator from 2003 to 2006; and retired from the United States Air Force in 2003. Mr. Stage holds a Bachelor's Degree in Management from the University of Phoenix. He is also an Accredited Airport Executive (A.A.E.) by the American Association of Airport Executives and a certified member of the American Association of Airport Executives Loretta Scott Academy. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Confirm the County Administrator’s recommendation to promote Mr. Tracy Stage to the position of Airports Director effective February 29, 2016, at an annual salary of $104,998.40.
