BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval to revise the Purchasing Manual for FS 287.055 DEPARTMENT: Purchasing BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to revise the Purchasing Manual to reflect updated language from Florida Statute 287.055 which relates to the Consultants’ Competitive Negotiation Act. BACKGROUND & ANALYSIS: The current Purchasing Manual states that “Professional services for construction work estimated to cost more than $1,000,000 and professional services for “studies” estimated to cost over $50,000 must be obtained through Request for Qualifications and cannot be tasked to consultant’s already under contract.” This language was contained in a previous version of Florida Statute 287.055 as it relates to the Consultants’ Competitive Negotiation Act (CCNA). The language within the Florida Statute (F.S.) 287.055 has been modified. The current F.S. 287.055 language states that the estimated construction work may not exceed $2 million and study activity fee for professional services for each individual study under the contract may not exceed $200,000. It is staff’s desire is to update the Purchasing Manual to mirror the revised Florida Statute (F.S.) language OPTIONS: Approve/Deny revision to the Purchasing Manual regarding the solicitation of professional services to mirror the language of F.S. 287.055. RECOMMENDATION: Staff recommends approval of the revision to the Purchasing Manual regarding the solicitation of professional services to mirror the language of F.S. 287.055.
