STATEMENT OF ISSUE: Request Board authorization to solicit quotes in lieu of bids for
vendors to increase the County Internet pipe bandwidth. This process will improve the overall
speed of the existing County network.
BACKGROUND & ANALYSIS: The Information Technology Department has requested
Purchasing assistance to solicit vendors to increase the County internet pipe bandwidth. The
existing 50MB pipe on contract through Century Link has reached its maximum capacity daily
with the present load. The pipe is shared among the Board, Property Appraiser, Airport,
Libraries, Emergency Operations Center and Conference Center. It has become increasingly
difficult to download files and view information on the network. Information Technology seeks
to increase the internet pipe to 300MB and keep public internet protocol (IP) addresses
throughout our entire infrastructure. There are only three competitors in the area that can
provide the desired service and research has indicated that costs will be reduced. Purchasing
staff requests to solicit quotes from these three (3) vendors in lieu of bids in this process to avoid
advertising costs. Any resulting contract will be reviewed by legal and Risk Management and
will adhere to the appropriate approval thresholds.
OPTIONS: Approve/Deny the request to solicit quotes in lieu of bids to increase the County
internet pipe bandwidth.
RECOMMENDATION: Staff recommends approval of the request to solicit quotes in lieu of
bids to increase the County internet pipe bandwidth.
