TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: July 21, 2016
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Jim Trifilio, Coastal Management Coordinator
SUBJECT: FY 2017/18 Local Government Funding Request Submittal
STATEMENT OF ISSUE: Advising the Council of a FY 2017/18 Local Government Funding Request
application for design/permitting work associated with the construction of a sand trap for the East Pass
Federal Navigation channel.
BACKGROUND: The Florida Department of Environmental Protection, Division of Water Restoration
Assistance, is accepting funding requests from Florida Local Governments for the FY 2017-2018 Beach
Management Funding Assistance Program. This includes funding assistance for inlet management as
well.
East Pass channel requires maintenance dredging approximately every 3-4 years in order to allow vessels
access to the Gulf of Mexico. This dredging is very costly and is in the range of $2-$4 million per dredge
event. The time between these dredging events can be lengthened with the design and construction of a
sand trap. The purpose of the sand trap is to provide additional area within the channel for sand deposition
without significantly decreasing the depth of the channel. Potential savings from decreased dredging
requirements would be considerable. Additionally, the sand trap would provide the highest quality sand
for beach restoration utilizing an in-shore, economical source.
It is estimated that the cost of the design/permitting work will be approximately $500,000. Funding
assistance from the State would require a 50/50 match with the local sponsor. The County’s $250,000
match would be provided by the Tourist Development Tax and is included in the Tourist Development
Department's proposed budget for FY17.
The application will be ranked against other projects around the State that are seeking funding. If the
County’s application ranks high enough to be funded, a grant agreement will be brought back at a later
date. Due to the application deadline of August 1, the application was presented to the Board for approval
on July 19.

Okaloosa County Inlet Management Project
Project Name: East Pass Sediment Impoundment Basin – Design and Permitting
Project Description: The project will develop and apply numerous numerical (MIKE) models
to evaluate various sediment impoundment basin design alternatives in East Pass to facilitate
bypassing of sediment to the adjacent beaches. The project scope includes the alternatives
evaluation and the design and permitting (including state and federal permits) of the recommended
basin alternative. The project will comply with the Department’s East Pass Inlet Management
Implementation Plan (IMIP), specifically the final strategy to investigate availability and feasibility
of supplemental inlet sediment excavation outside the federal navigation channels to help mitigate
gulf beach erosion that exceeds the bypassing quantities obtained from maintenance of the federal
navigation channels
County: Okaloosa
Range Monuments: NA (Immediately west of R-17)
Location:
East Pass is located adjacent to Destin, FL, approximately 45 miles east of Pensacola and
approximately 50 miles northwest of Panama City. Separating Santa Rosa Island to the west and
Moreno Point to the east, East Pass is a structured inlet that provides direct tidal link between the
Gulf of Mexico and Choctawhatchee Bay.
Project History:
The East Pass Federal navigation channel requires frequent maintenance dredging to alleviate
shoaling of sediment within the channel. The East Pass Maintenance Dredging is authorized by
joint coastal per
