Public Comments Related to Current Agenda
The chairman opened the floor to public comment related to the current agenda.
Rebecca Sherry/Condo Alliance of Okaloosa Island shared concerns that resulted from the
last Board of County Commissioners meeting.
David Sherry/Condo Alliance of Okaloosa Island asked that the TDC not repeal the last two
years of the Holiday Isle beach restoration MSBU that cost $700,000 plus legal fees. Mr.
Sherry is concerned about TDC money being given for an obligation that the public gets
nothing for. No one at Holiday Isle spoke against the MSBU. Some Commissioners suggested
a future repeal if the money wasn’t needed. No one at Holiday Isle would have supported the
MSBU without the potential, not promise, for a repeal. Mr. Sherry requested that the TDC vote
NO when the repeal comes up.

Guy Tadlock/Holiday Isle objected to the Sherry’s comments regarding the MSBU. Mr.
Tadlock reiterated that it was supported and beach restoration was needed. He also added that
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
the project costs less than what was originally designated and his members have never objected
to the MSBU.
Mr. Tadlock further explained that if there is a chance that the MSBU can be rescinded this
year or next year, then it will be greatly appreciated. If funds were not needed for beach
restoration, members understood that the MSBU would be used only for the Destin beaches
and not used for other projects. If there are MSBU funds that were collected that are not
necessary it would go a long way in establishing the credibility of TDC members and County
Commissioners to rescind the MSBU.

II. Director’s Update (Ed Schroeder)
a. February Month End Lodging Reports from Smith Travel Research
Mr. Schroeder reported that the Committee appointed in the last meeting to take the
right path on this item has met and the reports are included in this meeting’s packet
distributed to everyone. A determination was made to not spend the $10,000 for
republication rights and further explanation and information is presented in this
document.
Mr. Schroeder further added that the hotel list in the report included about ten
properties in the Sandestin area and those areas have been scrubbed, along with the
hotels that are outside the bed tax collecting area.
Mr. Dixon asked that Mr. Schroeder make sure the 32550 area code properties scrubbed
are not in Destin (could possibly be a post office box) due to it being close to the
County line. Mr. Schroeder agreed to verify these properties.
Mr. Peterson verified with Mr. Schroeder that the cost to review is $9,190 instead of
$22,645 and further asked Ms. Hoshihara, TDD Attorney, if we overcame our issues
with the publication. Ms. Hoshihara replied that their contract only requires that we
would not archive any old data or disclose it if requested (although the law requires that
we do that regardless).

Mr. Schroeder reported that the tax collector helps us with our marketing efforts; where
bed taxes are coming from, grouping of condos, hotels, and individual beach homes,
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
and also segregates collection data by Destin, Fort Walton Beach, and Okaloosa Island,
also giving us the number of units from each area. This data will be provided in future
meetings.
Mr. Peterson recommended that the only conflicts with tax collector data be discussed
in the next meeting.
b. Pocket Ranger App
Mr. Schroeder continued to report that due to the TDC’s approval of the in-house
strategic marketing plan at the last meeting, he was able to present the introduction of a
mobile app for all parks in Florida. When accessing the homepage of the parks app and
selecting “Florida”, there will be an opportunity to choose beaches, campgrounds, etc.,
and when selecting “beaches,” the viewer will see our beaches and can further view
different locations in our area. All viewers within the Panhandle counties will display a
constant banner at the bottom of screen showing Emerald Coast beaches. Selecting
anywhere else in Florida, as well as in New York, will show the same banner cycled
with a few other destinations. Additional information is provided on pages 15 and 16 of
the distributed packet.
Mr. Schroeder stated that he is grateful to the TDC for approving this in-house strategic
marketing plan that resulted in acquiring this pocket ranger app advertising opportunity.
c. Staffing Update
Mr. Schroeder reported on the approval to create and hire a Marketing Manager and
two part-time Research Associates. The County approved the positions at its last
meeting, and these job titles have been posted internally with interviews within the
County to begin soon. Posting the openings outside the County for anyone to apply will
happen if an internal applicant is not selected.
d. MSBU Ordinance Update
Regarding the MSBU repeal, Mr. Schroeder clarified that what was brought to the TDC
and what was brought to the County Commission was not an endorsement, but staff had
been asked to research the feasibility of repealing the special assessment levied for the
Western Destin Beach Restoration Project. He reminded everyone that in order for staff
to engage in researching the feasibility of any project, there is staff time and money
spent to bring in a specialized consultant. Mr. Schroeder would like all projects to come
to the TDC for approval first.
Mr. Peterson asked for comments from the Council. Mr. Gossom commented that
possibly clarification is needed regarding the direction that the County is going. The
signed recommendation says they need approval for staff direction to prepare the

necessary documentation to release the pledge of the assessment revenue and to
develop, advertise, and bring back to the Board an ordinance to repeal. Therefore, it

sounds like more than research, it sounds like we are going in a different direction.
Mr. Peterson responded by asking a question regarding research as to where the money
was coming from (referring to budget data on page 37). Further discussion regarding
the “Expenses by Level of Tourist Development Tax Restriction” section resulted in
reviewing the data with Ms. Dunworth, and also resulted in discussing reserves data.
Ms. Hoshihara said the Board of County Commissioners has not taken any final action
at this time with a determination to repeal or not repeal the MSBU ordinance, but has
approved scheduling a public hearing. Ms. Joyce asked if they are asking for a
recommendation from the TDC. In response to the question, Mr. Schroeder stated that
he is asking the TDC to direct staff to research this option, not endorse unless the TDC
chooses to do so, but to allow them to research it.
Mr. Guidry stated that to repeal the special assessment, the permission of Hancock
Bank that holds the note will be required, so it looks like we have permission. Mr.
Schroeder added that the very first step was to see if the bank would consider releasing
the MSBU and letting the tourist development tax pay for it. It is not reserves to be
pledged but annual collections. There is some concern that monies are already allocated
to too many projects right now. Mr. Schroeder would like the opportunity to present
this information for a vote at the next meeting.

III. Financial Status Update (/Charlotte Dunworth)
a. January Month End Tax Revenue Reports from the Okaloosa County Tax
Collector
Ms. Dunworth briefly reviewed the Tax Collector’s January Tax Revenue Report and
noted collections are up about 8% cumulatively year-to-date compared to last fiscal
year.
Ms. Dunworth commented on a statement by Mr. Schroeder regarding gross rental
receipts per room night, the revpar based on the Tax Collector’s report, and stated this
information will be provided in financial updates in the future. She added that the

revpar on condos is up 34% and hotel/motels are up 12%, Destin is up 6%, Okaloosa
Island almost 50%, and Ft. Walton Beach 17% in January compared to December data

only. She will be able to provide year over year data in future financial reports working
with Tax Collector data at least twelve months.
In regard to the report submitted, Mr. Peterson commented it is difficult to understand
the data without the comparisons in the categories. Mr. Peterson asked if there was a
special event that caused the big boost in revenue. Ms. Joyce commented that we have
seen a big boost across the board in all of our market not due to just one specific event.
Mr. Schroeder reminded Mr. Peterson that these figures were just from December to
January.
b. March Financial Update
Regarding the Revenue Analysis report, Ms. Dunworth reported that we have received
about 13% budgeted revenues of tourist development tax, trending in a favorable
direction. TDT collections are on pace to come in around $13M on an annual basis.
Ms. Dunworth further added that on page 39 of the Strategic Marketing Plan, the
amended column for the in-house marketing plan is $4K higher, due to a budget
transfer performed prior to the discovery of a variance between the adopted Strategic
Marketing Plan and the promotional activity budgets. Staff is currently in the process
of reconciling both approved task orders with the revised ad agency Strategic
Marketing Plan, as well as reviewing in-house expenses to ensure coding to the correct
accounts.
Mr. Peterson raised a question regarding the 2nd Percentage report under lifeguards, and
asked if we are getting any accounting for the money spent for legal reasons and
whether we are receiving a report to reflect this.
Ms. Dunworth replied that we do have a contract with the Destin Fire District and
stated that they are required to provide a report by the 2nd Friday in November of every
year. She will present the report to TDC when received this year, but is not aware if the
County will provide any funding reports. Ms. Hoshihara commented she has not seen a
report from the County specifically funded for the lifeguard services.
Mr. Dixon asked Mr. Peterson to explain exactly what he is wanting to see, public
contacts or actual money spent. Mr. Peterson stated that he wants to make sure we are
spending the TDT on the certain items the State Statute documents, and that it is TDC’s
job to make sure they are spending it on those items. Mr. Dixon added that it has to be
shown that it benefited tourism to have lifeguards and that has been determined.
Okaloosa County Tourist Development Department Page 5 of 16 March 27, 2014

Ms. Hoshihara explained that the agreement the County entered into with the Destin
Fire Control District does require that they provide an accounting at the end of the
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
fiscal year. The Department agreement was entered into three months ago, so there
hasn’t been time for them to submit a report. Mr. Dixon assured that all of this money
is being spent on beach safety. Mr. Peterson stated that he would like to see a report
from the Destin Fire Control District and the Okaloosa County Public Safety
Department to justify the expenses. Ms. Hoshihara agreed to provide a report from both
departments to submit to the TDC Board as an informational update.
Mr. Gossom was concerned that if they are not required to submit these reports
(accounting of how funds used) until end of fiscal year (November), that would not
help with any concerns in beginning of year. Ms. Hoshihara suggested a quarterly
report can be received, if necessary. She further added that they submitted April’s
budget that show how those funds will be used. Mr. Dixon cautioned that a quarterly
report would not reflect anything being done during the winter, but that spring break
would show a little spent and the summer would start showing the most spent.
Mr. Rigdon agreed that he would also like to see a report on what can or can’t be done
regarding spending this money and needed further explanation regarding the data
presented. Mr. Peterson referred Mr. Rigdon to the “Expenses By Level of Tourist
Development Tax Restriction” section in the packet that explains the Percentage
amounts. He added that the lifeguard issue continues to be an argument across the State
and findings are still at the Review Board of the Attorney General. Ms. Hoshihara
agreed to provide a bullet item report to the TDC of what the Board has approved. She
stated that generally as to all five (5) pennies the statute specifies what each can be used
for, adding that the Council has recommended and the board has approved a tourist
development plan which goes into more specifics for each of those pennies. The
Ordinance is several pages long and Ms. Hoshihara has offered to provide a bullet point
list that will summarize those things for the next TDC meeting.
Mr. Guidry expressed concern that this issue with the report has been constantly
changing with a lot of gray areas in the report. Ms. Hoshihara stated that all of these
funds are to be used to promote tourism and clarified it is a legislative determination
made by the local governing body, in this case the Board of County Commissioners.
Mr. Rigdon was also concerned about security on beaches, and wanted to know what
the TDC can and can’t do.

Ms. Dunworth continued her report by stating Florida Statutes require “expenditures
which the council believes to be unauthorized shall be reported to the county governing
board and the department of revenue.” In order to provide the best info possible to
assist in identifying any unauthorized transactions, Ms. Dunworth printed the
expenditure transaction analysis from the County’s accounting system as it is one of the
most comprehensive reports available. The attached report for the period 10/01/13 thru
03/18/14 is to bring everyone up-to-date and moving forward will provide it monthly in
arrears. She will show the full month of March at the April meeting in order to be in
compliance with State Statute, as the Auditor General had mentioned.
Mr. Guidry stated that there is no way to review this info in this meeting and wanted
time to review before the meeting. Ms. Dunworth replied that an email including the
packet information was sent and also posted on the website. Ms. Hoshihara stated he
was right to raise concerns and if anything is of concern on this report, any Council
member can raise the concern at the April meeting. Mr. Peterson confirmed that this
info is in the general ledger and confirmed it has gone through multiple reviews, and is
how we can review the expenditures. Further discussion regarding the report continued.
Ms. Joyce asked Ms. Dunworth if the BP funds deadline has been met. Ms. Dunworth
replied it is in process for payment.
Mr. Peterson asked Ms. Hoshihara if the TDC is responsible for looking at any of the
RESTORE Act monies. She stated there is a RESTORE Act Advisory Council that has
been established to review proposed projects and makes recommendations to the Board
of County Commissioners. The staff member, Jim Trifilio, added that there is not a
process established yet on how County sponsored projects would go before that
Okaloosa RESTORE Act Council. They are still in the process of developing a matrix
that suggested projects will be filtered through, and then that Council would make
recommendations to the Board for final approval.
Mr. Peterson confirmed with Mr. Schroeder that if TDC comes up with an idea of how
to use RESTORE Act monies and comes up with a plan to present before the Board of
County Commissioners and they can move forward with it. In regards to projects
submitted by the tourism industry, Mr. Schroeder added that the grading system will

likely give more credit to environmentally related projects rather than tourist related
projects, although he is not clear on how much more credit.
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
Mr. Dixon asked if we had a lawsuit with BP for any loss. Mr. Schroeder answered no.
Mr. Trifilio added that RESTORE Act dollars are not available yet, as a settlement or
judgment in the BP trial is waiting. However, there are criminal fines that were
assessed against BP that are actually available now which is being filtered through the
National Fish and Wildlife Foundation (over $1B). Ms. Hoshihara suggested that if the
TDC has any recommendations in terms of projects, usually she will make a
recommendation and work with staff to supply additional information to present that
recommendation to the Board.

IV. Convention Center Update (Bill Leaman)
a. Conceptual Drawings/Rendering
Mr. Leaman’s presentation included conceptual drawings of the work that was started
in the back of the Convention Center. Completion will be about April 20. The small
building on the drawing on page 117 will be called Bayview Plaza and provide
electricity, water, and audio services. Full architectural drawings are available of the
porte coches located on the main entrance, parking garage, and south entrance to keep
people dry when raining. This is a service option that was included in the budget this
year for $1M and approved by the County Commissioners last year.
Mr. Leaman continued presenting drawings of the expansion on the back of the
building that will add about 2400sf to the Ballroom, adding there will be outdoor
restrooms with storage areas for the outdoor pad and another fenced storage area for
outdoor equipment.
Another conceptual drawing included a walkover over Hwy. 98, which will be located
between the Sheraton and the new Holiday Inn Resort presently being built.
The next drawing displayed the parking structure that is on the east and north side of
parking lot right now with the same type of walkover to enter the building from the
parking structure. A drawing picturing the final completion of the expansion was
included in the presentation.

murals on walkovers.
Mr. Peterson asked if there had been studies on walkovers. Mr. Leaman replied that
studies have been done to make sure walkovers are worthwhile. Mr. Peterson also
asked that if placed between the two hotels, will there be parking for others than the
hotel customers, and is concerned about how many people we are accommodating to
spend that kind of money. Mr. Leaman stated that this kind of study (going through the
Public Works Engineering and DOT) has not been done. Ms. Joyce commented about a
concern of the Okaloosa Island hotels and Convention Center regarding a need for
additional heads and beds during the off season, and wanted to partner with the
Convention Center so that when they bring in city-wide events, we are all benefiting.
One of the complaints she has heard, in respect to not having a walkover, is wanting the
safety and convenience of a walkover to avoid crossing traffic. The main plan was to
make it more convenient and more satisfying to those meeting planners that would
bring additional events and put heads in our beds in off season.
Mr. Guidry commented that the walkover at Destin West is being used very much. Mr.
Peterson stated that having an attached hotel makes a lot of sense for safety and
convenience to the people. Ms. Joyce agreed that it makes sense, but we should use the
hotels that we have now that are sitting empty in the off season and this is a quick
solution. Adding additional rooms in our market is not a quick fix. We’ve got a great
supply on the Island so we just need to make it more appealing to meeting planners to
use this fantastic facility and use the hotels that we already have.
Mr. Leaman responded to Ms. Joyce’s point by saying it does attach us to a hotel or two
and makes it more attractive for meeting planners, adding that an attached hotel is not
the only hotel that is going to get the business. The business will spread out, in addition
to the hotels and condos that are on Santa Rosa Blvd. For the people that do have hotels
there, it will be almost like having an attached hotel at a much cheaper price.
Mr. Peterson asked Mr. Leaman if there were any more inquiries for bookings. Mr.
Leaman stated that there have been four inquiries: the boat show, the RV show,
Athletic Championships coming next week, and a Baptist group from Texas. Mr.
Peterson commented that the marketing effort will be the key to this being successful.
V. Marketing Update (Kendra Nixon)
a. Special Event & Sponsorship Funding Update
Ms. Nixon announced the introduction of a new campaign. She reminded the Board that
the updated list of the Special Events was uploaded to the site and included in the

distributed packet and stated that she is ready to address any questions. People are
getting educated which has resulted in cutting down on the processing time.
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
Mr. Peterson asked if the special events reimbursements from November and December
have been paid and how actual room nights are being determined. Ms. Nixon replied
the actual room nights issue is a continual challenge between the event organizers. She
wrote a survey for each of these events and gave to each event planner to use. They
used the survey at registration and it is the responsibility of each planner to do this
survey and to bring back the reports. Ms. Nixon added that capturing all actual room
nights is not a possibility.
Mr. Guidry commented that the people going thru Travelocity and other like websites
will not show up. The HOG Rally has a registration list of hotel stays. Using the
registration list would be a good way to get accurate numbers identified with those
staying with the group. Ms. Nixon confirmed this info has been taken from these
groups. Ms. Nixon went on to say further that there is a challenge in getting people to
submit the backup information. This County came under scrutiny by the Auditor
General. As an event planner, Ms. Nixon has been working closely with Ms. Dunworth
to make the process more understandable. Some people are submitting reimbursement
requests, but are missing backup information and do not return calls promptly which
delays the process.
Mr. Peterson continued the discussion by asking Ms. Nixon the question of how are we
tracking the hotel information to determine the accurate numbers submitted for these
events. Ms. Nixon stated that it depends on the type of event and answering some
questions--what is the topic, area of expertise, and who’s coming?—it varies and is
event specific because sometimes one room can hold multiple guests. Each event has to
be looked at thoroughly. Mr. Dixon added that the Fishing Rodeo event demonstrates a
model example of helpful information.
Ms. Nixon commented further that every single room can’t be captured and verified, so
have to receive attendee lists and rooming lists from the properties to state a case of
validity for the event and what they bring to the area, as well as the other economic
impact data not included in bed tax numbers.
Mr. Rice added that it is wonderful to have all kinds of anecdotal information when
they are coming and asking for money from the TDC, but when it comes time to do
what they need to do to justify it, they offer excuses. They applied for a certain amount
of money and that is taxpayers’ money that we need to be watching. If they need it for
their event, then they need to do what they have to do after the event is done.
Okaloosa County Tourist Development Department Page 10 of 16 March 27, 2014
Packet Pg. 12
1.a
Ms. Nixon stated that unfortunately, because of the scrutiny that the department has
been under, that is the case now. Any event may apply and say they are going to have
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
this many rooms, and here is all of our marketing expenditures. There is a $20K cap,
but when they turn in their post event report and reimbursement request and their
invoices, they may get paid less than what was approved on their application because of
what is verifiable. The Auditor General, Finance department, and internally, Ms.
Dunworth, are being held in scrutiny if they can’t justify the marketing expenses.
Okaloosa County is now being seen as more difficult to get funding from.
In regard to marketing and advertising campaigns and encouraging people to come to
the area, Ms. Nixon distributed the “Escape to the Southeast Travel Guide” magazine
that included a free ad in the Florida section, mentioning Henderson Beach State Park
and our web address, emeraldcoastfl.com. She noted that there is another magazine
recently received that will be discussed in the new collateral update.
b. Agency Update (Peter Mayer) – Presentation
Peter Mayer representative, Ellen Kempner, began by announcing the winning of a
Public Relations platinum level award from the collaboration among the CVB, Destin
Chamber, and the Agency on Public Relations related to the last Doolittle Raiders
Reunion, through the HSMIO (Hospitality Sales & Marketing Industry Organization)
and shared with the TDC, presented to the TDC. Another award won on the behalf of
the TDC given to Mr. Peterson, specifically the Gold ADDY (advertising award),
resulted from entering the new Wedding Guide in its New Orleans advertising awards.
In order to achieve marketing success, there needs to be a focus on three very important
things:
1. Differentiating Messaging
• Most valuable things we have to offer visitors:
- We are a beach vacation destination that appeals to people of all ages and
interests.
- We are the perfect place to bring friends and family together.
- We can help ensure survival of the family vacation – family members
won’t drop out as their life stages and interests change.
- Our Emerald Coast personality is active, exciting, adventurous, inspiring,
vibrant, welcoming, fun, whimsical, happy, and unpretentious.
- A variety of online banners are available to showcase the Emerald Coast,
using the theme “Let’s Go Emerald Coasting,” including Facebook,
Twitter, Instagram, and Emeraldcoasting.com.
2. Broadening the Seasons:
• Northwest Florida’s visitation continues to grow.
Okaloosa County Tourist Development Department Page 11 of 16 March 27, 2014
Packet Pg. 13
1.a
• Walton County is taking the lead in market share and bed tax revenue.
• Okaloosa continues to grow in bed tax revenue, but market share declines.
Minutes Acceptance: Minutes of Mar 27, 2014 2:00 PM (Consider Okaloosa County Tourist Development Council Meeting Minutes (Dale
• Our goal is to take market share from Walton & Bay County in the Spring &
Fall seasons.
• Requires an aggressive media spend to out shout the competition.
3. Ensuring Competitive Spending:
ü Competitor’s Media Expenditure (2013-2014)
- Bay – 23% ($4.1M)
- Baldwin – 20% ($2.4M)
- Escambia – 19% ($1.7M)
- Okaloosa – 20% ($1.5M)

Josh Mayer, Peter Mayer Agency, continued the presentation by showing what the new
ad campaign looks like, what the ads are doing, and how they are built using the theme
“Let’s Go Emerald Coasting.” He used the Beach plus (i.e., fishing, shopping, etc.)
concept with bright and colorful ads and by using accolades (i.e., Top Beach in the
USA, etc.). There is a new URL (emeraldcoasting.com). The old URL didn’t help with
marketing (FaceBook, Twitter, Instagram, Yahoo Travel, etc.). Ms. Nixon distributed
samples of the ad displayed in Parents Magazine that uses simple, bright and eye
catching colorful ads. This campaign carries through print, online, website, and
eventually in a new TV commercial.
Michelle Clarke, Peter Mayer Agency, also continued to discuss how this ad campaign
lives in the social presences, lives on Facebook with a new campaign and just launched
today on Instagram. Ms. Clarke encouraged everyone to please download and review
on their smartphones. She recommended using “#emeraldcoasting” which will help to
aggregate what’s going on and will push it to followers. This will show what people
coming here are saying about us. Emerald Coasting website is live and Josh added that
hash tagging helps aggregate Emerald Coast information in one location. Icons on the
main page allow consumers to navigate with words and icons. Ms. Nixon encouraged
everyone to share in the conversations and social media, as well as accessing the new
website to review the possibilities there are to highlight our area.

In regards to the “Competitive Media Spending” presentation and based on the “Media
Expenditure by County without BP” data, Mr. Peterson had a concern that we are not

spending enough money compared to Walton Co ($2.1M), for example, and suggested
that we need to spend as much money as Walton County. Mr. Peterson asked if need to
vote on reviewing the process for next year to consider increasing the budget. Mr.
Schroeder asked that this be addressed in the New Business section of the agenda. Mr.
Guidry recommended showing dollar amounts on the expenditure information instead
of percentages next time.
The Next Steps with the Peter Mayer Agency to drive visitation include:
• Launch campaign – March 27, 2014
• Media budget discussion – March 27, 2014
• Strategic Marketing Plan lodging partner meeting – March 28, 2014
• Share Strategic Marketing Plan draft with lodging partners – May 16, 2014
• Final Strategic marketing Plan – May 29, 2014
VI. Beaches Update (Jim Trifilio)
a. Okaloosa Island Walkover Project
Mr. Trifilio shared a concern regarding the public having to walk over the dunes on
Okaloosa Island. His presentation consisted of developing a project to construct new
access ways, consisting 50% of State and 50% of bed tax funds. Any remaining money
from the grant will revert back to the State general fund once the project has been
completed. There is hope to move forward with this project as soon as possible.
b. Living Shorelines Project
Regarding Living Shorelines, Mr. Trifilio stated the permitting phase has begun and
will be moving into the next phase of working with a company on contract to look at
the property, keeping this property relatively natural and maximizing existing views
with minimal structures. He expressed the desire to begin this project as soon as
possible.
c. Beach Cleaning Contract Update
Mr. Trifilio reported the beach cleaning project is still in litigation. If the current
Contractor and Board agree, the TDD may want to increase the length of the emergency
contract another 60 days as it is currently expiring April 30th. Another court hearing is
scheduled for May 14th.
Further discussion continued with Mr. Guidry asking Ms. Hoshihara the reason for
delaying the emergency contract for another 60 days. Ms. Hoshihara stated that there
has not been a settlement reached. It is in negotiations with attorney and due to the
hearing scheduled in May to continue litigation an agreement has not been reached.

d. New Marine Economic and Tourist Development Coordinator
Mr. Trifilio reported that the new member of TDD will start in April. He is Anthony
Austermann, the Marine Economic Tourist Economic Coordinator. His job will be
mainly artificial reefs and developing nature based eco-tourism projects in Okaloosa
County. Mr. Trifilio also made the Council aware of the fact that the County will
receive $1.2M in respect to funding new reefs, including snorkeling reefs near shore for
easier access.
VII. Old Business (Dale Peterson)
No discussion.
VIII. New Business (Recommendations from TDC to BCC)
a.Electronic Participation/Attendance (Charlotte Dunworth)
Ms. Dunworth continued the meeting by announcing that the Clerks Internal Auditor has
recommended that the TDC address in the manual whether electronic attendance or
participation, as well as by Proxy voting is permissible and also added that Florida
Statute does not allow electronic participation or Proxy Voting. This information will be
included later this year in the By-Laws for clarification when the manual is updated.
b. Proxy Voting (Charlotte Dunworth)
Mr. Hoshihara led further discussion with Mr. Dixon and Mr. Peterson regarding the
statutes and the procedure manual in respect to electronic participation and proxy voting.
The Internal Auditor’s recommendation is to reiterate in the manual the statutory
requirements.
c. Estimated ad agency advertising budget for FY15 (Charlotte Dunworth)
Ms. Dunworth presented a quick overview of how the process is working. She stated that
there is a need to get direction from the Council on the media budget plan for next fiscal
year. Media negotiations will be conducted in April and May and then will come back to
the TDC with a media plan after the May 29th meeting. Negotiations will be finalized
through June to issue task orders in the June/July timeframe and the media will begin
running on October 1st.

Ms. Hoshihara reminded everyone that if there are any matters or questions that comes
before the Council for a vote in which there may be a conflict of interest, please discuss
with her.
In further discussion, Mr. Peterson wants to see these budget issues brought up at a
workshop when numbers are received, rather than discussing during the meetings. Mr.
Schroeder agreed that a workshop before the meeting is a good idea and suggested a mid-
morning start, break for lunch, and then continue the meeting.
IX. Next TDC Meeting (Dale Peterson)
a. Thursday, April 24, 2014, 2:00pm, Emerald Coast Convention Center
X. Public Comment
Sharon Ray recommended that it would be to our advantage to come up with an Emerald
Coast identifier, such as car magnets for vehicles to help advertise the Emerald Coast.
Daryl Shelton, not on the Board but representing Holiday Isle Improvement Association,
spoke regarding MSBU concerns. He mentioned some issues from 2010 about a serious
dredge problem in the Pass that boats could not enter or leave the Harbor. The joint permit
application with DEP was objected to by Okaloosa Island at that time. Holiday Isle Assoc.
members wrote a check to get emergency sand to carry them through to permanent
restoration. Mr. Shelton asked for any consideration the TDC could give them in
suspending the MSBU because the majority of the monies came from Holiday Isle.
Dave Sherry from Okaloosa Island responded to Mr. Shelton’s comments stating Holiday
Isle’s request was abandoned. He added that Holiday Isle’s permit was challenged and
dismissed. He further stated there are better uses for the $700K+ and reiterated that the
lawsuit was dismissed and not dropped.

Financial Update
April 2014
FY 2013-14 AMENDED BUDGET: $36,713,969
Financial data as of 04/18/14
The adopted budget of $33,967,750 has been amended during the year to record BP grant funds for
marketing, FDEP grant funds for Okaloosa Island dune walkovers, FDOT grant funds for seasonal transit
service on Okaloosa Island and Destin, and reserve carryforwards.
REVENUE ANALYSIS
Attachment: III.b. Financial Update (2756 : April Financial Update)
Reserves are the largest component of budgeted revenues because the budget reflects anticipated
revenues as well as current cash on hand. Reserves/cash on hand is a budget “placeholder” and
represents the accumulation of unspent prior year bed tax dollars; it’s not an actual source of incoming
revenues for the year.
Tourist development taxes comprise the largest part of actual annual revenue collections. Each
percentage is anticipated to generate $2.4M, for a total of $12M in bed taxes. Lodging establishments
remit bed tax collections to the tax collector by the 20th of each month for the preceding month. The tax
collector reconciles and remits the revenues to the County by the 10th of the following month. Due to the
timing of this process, the $2.0M in actual revenue only represents collections through February. Based
on year-to-date receipts, tourist development tax revenues are on track to generate $13.4M this year,
which is $1.4M or 11.5% more than budgeted.

EXPENSE ANALYSIS
Attachment: III.b. Financial Update (2756 : April Financial Update)
Reserves are the largest component of budgeted expenses because budgeted expenses must equal
budgeted revenues. The budgeted use/drawdown of reserves is reflected in the amount by which
budgeted reserves expenses are less than budgeted reserves revenues:
$21M reserve revenue – $15M reserve expenses = $6M budgeted use/drawdown for capital projects.
Each percentage of the bed tax is required to be spent in a certain way per County Ordinance.

STRATEGIC MARKETING PLAN
RevPAR
Revenue per available room (RevPAR) is a widely used performance metric in the lodging industry.
RevPar is a measurement for a point in time, so it is most appropriately used when comparing equivalent
time periods (e.g. February 2014 to February 2013). However, since year-to-year comparison is not
possible until twelve months of data are obtained, it is being presented here to establish benchmarks.
RevPar = gross monthly receipts divided by days in month divided by number of units
(data taken from Tax Collector’s monthly reports)

EXPENDITURE TRANSACTION ANALYSIS
Pursuant to Florida Statutes 125.0104(4)(e), “The council shall continuously review expenditures…
Expenditures which the council believes to be unauthorized shall be reported to the county governing
board and the Department of Revenue”. One of the most comprehensive reports from the County’s
accounting system is the Expenditure Transaction Analysis, which lists the fiscal period, date, transaction
type, check number, vendor number, vendor name, dollar amount, and description for each tourist
development tax expenditure transaction. This report is being provided to assist the TDC in identifying
possibly unauthorized expenditures.
The following pages provide transaction detail for the month of March 2014.

Ad Agency Last Minute Deals - Peter Mayer TO 136
Updated: 4/21/2014 3:16 PM by Aida Wilkinson Page 1
Packet Pg. 74
5.b.a
TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: April 24, 2014
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Kendra Moore-Nixon, Marketing
SUBJECT: Last Minute Deals – Ad Agency
Attachment: V.b. Ad Agency LMD (2758 : Ad Agency Last Minute Deals - Peter Mayer TO 136)
Background
The BCC approved the revised Ad Agency Strategic Marketing Plan (SMP) on March 18, 2014, which
included a category for Last Minute Deals in the amount of $18,813. To the greatest extent possible,
such opportunities will be presented to the TDC for recommendation to the BCC for approval in
advance. However, these funds are available for appropriation by the Tourist Development Director
with concurrence of the TDC Chairman and County Administrator if a time-sensitive opportunity would
be lost due to the timing of regular TDC and BCC meetings required to obtain advance approval. Total
cost of the opportunity must be less than $35,000 and County Administrator approval is required
regardless of dollar amount.
Discussion
Peter Mayer Task Order 136 titled Last Minute Deals is for advertisement placements, specifically Visit
Florida Meeting Magazine ($6,450) designed to target meeting planners and Google online keyword
advertising ($12,363) designed to target leisure travelers nationally. These ads will run from April 2014
– June 2014. The deadline for the Visit Florida magazine was early April. Although there is no specific
deadline for the keyword ads, it is important to capitalize on the time period of when travelers are
booking summer travel, which is now.
The task order has been approved in accordance with the Strategic Marketing Plan. BCC was informed
at their April 15 meeting and TDC is hereby informed. No further “last minute deal” funding remains in
the ad agency strategic marketing plan.

MSBU Ordinance Repeal
Updated: 4/21/2014 3:30 PM by Aida Wilkinson Page 1
Packet Pg. 98
7.a.a
TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: April 24, 2014
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Charlotte Dunworth, Finance, Administration, & Compliance Manager
SUBJECT: Western Destin Beach Restoration MSBU Ordinance Repeal
Attachment: VII.a.(1) MSBU Staff Report (2751 : Western Destin Beach Restoration MSBU Ordinance Repeal)
Background
Staff has been directed by BCC and TDC to research the feasibility of repealing the special assessment
levied to fund the Western Destin Beach Restoration Project. Assessment revenues along with proceeds
from the first percentage of the tourist development tax were pledged for the repayment of the $5
million Hancock Bank Revenue Note funding the project. The assessment was to be levied for a
maximum of eight years; the first was FY 2008-09. If levied for its full term, the last year would be FY
2015-16. The bank has provided its consent to release the assessment as one of the pledged revenues.
To finalize the release of the assessment pledge, the County would need to repeal the Ordinance creating
the MSBU. If the MSBU is repealed, only first percentage tourist development tax dollars would be
available for annual debt service payments.
Discussion
During the first six years of the MSBU, a total of $4.3 million has been collected:
Fiscal Year FY 2009 FY 2010 FY 2011 FY 2012 FY 2013 FY 2014 YTD FY 2015 FY 2016
MSBU Revenue $937,431 $898,550 $881,666 $879,502 $361,478 $324,167 TBD TBD
The special assessment has been used before tourist development taxes to pay expenditures. In essence,
the MSBU paid for construction costs and the first penny plus MSBU for the two years remaining will
fund debt service payments through October 2020. Based on FY 2014 budgeted revenues of $350K, an
additional $700K may be collected during the last two years of the MSBU. The exact amounts would be
determined by the Annual Assessment Resolutions.
Fundamentally, repealing the MSBU for the remaining two years will result in approximately $700K in
additional tourist development taxes being used for this project. This funding will need to come from
reserves or a reduction in capital
improvements, which would be
determined during the budget
process.
The graph illustrates a $700K
impact on reserves (cash
carryforward & contingencies)
over the life of the debt service
through FY 2021. For simplicity
of MSBU impact comparison,
personnel & operating expenses
are presented as unchanged from
FY14 levels and capital is
budgeted at $125K annually per
the adopted five-year capital
improvement program.

TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: April 21, 2014
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Charlotte Dunworth, Finance, Administration, & Compliance Manager
SUBJECT: Strategic Marketing Plan Revisions
Background
All advertising/marketing expenditures shall be in conformity with the approved Strategic Marketing
Attachment: VII.b. SMP Revision (2760 : Strategic Marketing Plans Revisions)
Plan per section D.200.2.c of the TDD Operations & Procedures Manual. TDC recommended on
February 27 and BCC adopted on March 18 a revised ad agency and in-house Strategic Marketing Plan
(SMP).
Discussion
Based on conversations with Purchasing and Finance, the following revisions are proposed:
Promotional Reserve – The terminology has been changed from Last Minute Deals to
Promotional Reserve to more accurately define the purpose of the funds, and approval authority
has been aligned with existing County policy. The funds are budgeted for promotional
opportunities that may arise which were unknown when developing the SMP. To the greatest
extent possible, such opportunities will be presented to the TDC for recommendation to the BCC
for approval in advance. However, these funds may be appropriated in accordance with County
approval authority and with concurrence of the TDC Chairman if an opportunity would be lost
due to the timing of regular TDC and BCC meetings. In such case, the TDC and BCC will be
apprised of the use of these dollars at their next regularly scheduled meetings.
Consolidated Document – The Ad Agency and In House strategic marketing plans have been
combined into one document for ease of reference and to permit promotional reserves to be used
by either the ad agency or in house, as appropriate. By definition, it is unknown whether
opportunities meriting the use of promotional reserves can be completed in house by TDD staff
or will require ad agency assistance. Therefore, promotional reserves are no longer included in
the ad agency or in house plans, but are identified separately in the consolidated strategic
marketing plan to allow flexibility and minimize the need for strategic marketing plan revisions.
The chart below illustrates the reclassification of promotional reserves to a separate category:
Current Budget New Budget
Ad Agency Strategic Marketing Plan $2,600,000 $2,581,187
