STATEMENT OF ISSUE: Request Board approval to award to Environmental Management
Resources of Washington, Inc. (EMR, Inc.), for the construction of the Air Traffic Control
Tower at the Destin Executive Airport.
BACKGROUND & ANALYSIS: The Airport Department requested to solicit bids for the
construction of the Air Traffic Control Tower at the Destin Executive Airport. Submittals were
due on July 15, 2015 and three (3) bids were received. Airport staff and RS&H as the technical
consultant have reviewed the bids and determined that EMR, Inc. was fully responsive and the
lowest bid at $4,824,940. Staff requests approval to award to EMR, Inc. for the amount of
$4,824,940 for the construction of the Destin Executive Airport Air Traffic Control Tower. The
contract will be brought back before the Board for approval. Funding for the project will be as
follows: Florida Department of Transportation (FDOT) $1,486,682; Federal Aviation
Administration (FAA) $2,000,000; Local Match $1,283,057; Approved Passenger Facility
Charges (PFCs) remainder (Approximately $55,201).
OPTIONS: Approve/Deny to award to EMR, Inc. for the amount of $4,824,940 for the
construction of the Destin Executive Airport Air Traffic Control Tower.
RECOMMENDATION: Staff recommends approval to award to EMR, Inc. for the amount of
$4,824,940 for the construction of the Destin Executive Airport Air Traffic Control Tower.
