BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 21, 2015 TO: Honorable Chairman and Members of the Board FROM: Ed Schroeder SUBJECT: Ad Agency Contract Compliance Audit DEPARTMENT: Tourist Development Department BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to issue a Request for Proposals (RFP) for advertising agency contract compliance audit services and appoint members of the review committee. BACKGROUND: The Board directed staff to develop a scope of work for a compliance audit of the County’s tourism advertising contract at its March 3, 2015 meeting. The proposed scope of services is attached for review. The scope of services shall include a contract compliance audit. Additional Scope 1 seeks to obtain recommendations on best practices for advertising contract language and compensation structure. Additional Scope 2 seeks to obtain return-on-investment and post-buy analyses of media spend (e.g. print, online, broadcast). The County, at its discretion, reserves the right to determine which of the three services (e.g. all, some, or none) will be awarded under the RFP. The following RFP review committee members are proposed: Tourist Development Department Director; Finance, Administration, & Compliance Manager; and a member of the Tourist Development Council (or a member of the Board of County Commissioners if so desired). The Purchasing Department will coordinate the process and serve as a facilitator for meetings of the review committee. OPTIONS: Approve or Disapprove RECOMMENDATION: Staff recommends Board approval to issue a Request for Proposals (RFP) for advertising agency contract compliance audit services and appoint the aforementioned members of the review committee.
