Site Survey Data d. APWRF Operating Data A: The document(s) have been uploaded to the “W-Drive.” 2. Q: What is the official budget for this project? Is it anticipated that all budgeted monies will be utilized for the base project and alternatives if determined to fall within the budget? A: $12 Million Dollars. ADDENDUM NO. 2 Project No. 100557 Revised: 4/26/2015 2 ARBENNIE PRITCHETT WRF EXPANSION DESIGN-BUILD PROJECT 3. Q: Please confirm that the D-B Team is not required to guarantee the hydraulics or process for the existing plant components, and is only required to affirm the hydraulics and process for the new components. A: The D-B Team will be required to guarantee all new equipment and all treatment processes affected by the expansion. 4. Q: Please provide typical chemical usages for the polymer and sodium hypochlorite, as well as the existing feed rates. This will assist in determining additional storage requirements for chemicals. A: OCWS uses approx. 4,400 gals/month of polymer and 1375 gals/month of bleach, annual average. 5. Q: Please confirm the opening sizes in the manual screen installed in the upstream UV channel to prevent algae from fouling the bulbs. A: one-inch (1”) 6. Q: Please confirm that the design influent TKN number to be utilized for design is 35 mg/l, not 50 mg/l as found in the DCP. A: Confirmed. 7. Q: Please explain the modifications to the UV channels that were done during construction of Phase I, particularly as it relates to the top of wall elevations in the effluent channel. A: See attached CDM Bulletin No. B-119.0 for description of work performed. 8. Q: Please provide a copy of the Preliminary Design Report (Engineer's Report) that was submitted to the FDEP for Phase I of the plant. A: The document(s) have been uploaded to the “W-Drive.” 9. Q: Please provide a copy of the geotechnical report from the original construction in 2007. A: The document(s) have been uploaded to the “W-Drive.” Q: Please provide 12 months DMR's for the facility to assist in confirming the biological process design. A: The document(s) have been uploaded to the “W-Drive.” 10. Q:What is the total annual electrical energy spent for the WRF and the Unit Rate $/KwH? A: The document(s) have been uploaded to the “W-Drive.” 11. Q: What is the annual electrical energy consumption (kWh) for the WRF? A: The document(s) have been uploaded to the “W-Drive.” 12. Q: How are the aerobic digestion blowers operated (annual run hours for all three blower)? ADDENDUM NO. 2 Project No. 100557 Revised: 4/26/2015 3 ARBENNIE PRITCHETT WRF EXPANSION DESIGN-BUILD PROJECT A: Blowers operate on an 8 hr rotation. Each blower runs 2920 hrs/year. 13. Q: How are the oxidation ditch blowers operated (annual run hours for both blowers)? A: Both blowers run continuously, one for each side. 14. Q: How are the oxidation ditch mixers operated (annual run hours for all six motors)? A: I’m speculating you mean the surface aerators (SA). SA’s are operated according to need. During winter months, we may power down to one per ditch. At current we are running two SA’s in each ox. ditch. There has not been a time when we needed all three SA’s operating in a single ditch. 15. Q: We noticed a plastic tarp over the WAS pumps during the site visit. Assuming these units are out of service, please explain the situation and how this might impact our design considerations. A: These tarps were part of our freeze protection with heat lamps underneath. They have since been removed due to season. No units are out of service. 16. Q: The original WRF design-build project required a design TKN of 35 mg/L. The current DCP for the expansion requires a design TKN of 50 mg/L. Please confirm the correct TKN requirement. A: Confirmed, 35 mg/L. 17. Q: The current DCP has no ammonia limit for the expansion project. On the original WRF project the plant was required to meet an effluent ammonia limit of 2 mg/L. Please confirm the ammonia limit. A: Confirmed, 2 mg/L. 18. Q: Manufacturers listed in Table 2-1 of the DCP are inconsistent with later sections, specifically for mixers (2.2.14) and pumps (3.5.6.1). Please confirm this information. A: Please see updated DCP that has been uploaded to the “W-Drive”. 19. Q: Table 3-13 of the DCP requires buried non-potable water pipe to be galvanized steel. Schedule 80 PVC was used on the original project. Please confirm pipe selection. A: If pipe is buried, schedule 80 PVC will be acceptable. If pipe is above ground, galvanized steel will be required. 20. Q: Appendix S-3, Structural Material Specifications of the DCP referenced in Section 3.4.9.1 and 3.4.23 of the DCP has not been provided. Please provide. A: This document has been uploaded to the “W-Drive”. 21. Q: Please note that we believe that there are some inconsistencies with the minimum instrumentation in Section 3.7.8.1 and earlier sections of the DCP (i.e. level in scum wetwell, magmeter for UV). Please confirm. A: Refer to response noted in the above Procurement Documents – Volume II DCP section of this Addendum pertaining to modifications/deletions/clarifications made to this section. ADDENDUM NO. 2 Project No. 100557 Revised: 4/26/2015 4 ARBENNIE PRITCHETT WRF EXPANSION DESIGN-BUILD PROJECT 22. Section 1.2.5.3.1 of the DCP states that “WAS from OCWS’s satellite WRFs is discharged into the two existing aerobic digesters.” Please provide information on how much WAS is coming from the satellite WRFs (flow and percent solids). A: Please see 2013-2015 WAS volume and %TS table uploaded to the “W Drive”. 23. Q: Section 2.2.1.2 of the DCP requires a minimum dissolved oxygen concentration of 2.0 mg/L at all times in the oxidation ditch. This requirement was removed from DCP on the original WRF project. Please consider removing it from this project. A: Refer to response noted in the above Procurement Documents – Volume II DCP section of this Addendum pertaining to modifications/deletions/clarifications made to this section 24. Q: Table 1-2: Please confirm influent alkalinity is 125 mg/L.
