BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 21, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Scallop Court vacation request to schedule a Public Hearing DEPARTMENT: Public Works BCC DISTRICT: 2 STATEMENT OF ISSUE: Mr. Edwin L. Stanford, P. E., of Core Engineering & Consulting, on behalf of his client Mr. Dennis Ritter, owner of property formally known as Coquina Isle Condominium on Santa Rosa Island, would like to request a Public Hearing be scheduled to consider vacating of a portion of Scallop Court right-of-way. BACKGROUND: Mr. Ritter, landowner and developer of the property that was formally home to Coquina Isle Condominium is requesting a public hearing for the vacation of a portion of Scallop Court. Mr. Ritter owns Lots 506, 507, 508, 509, 516 and a portion of 514 in Block 9 (a resubdivision of Block 8) in Plat Book 2, Page 190 of Santa Rosa Island. Edwin L. Stanford, P. E., Core Engineering and Consulting, submitted a written request for consideration by the Board of County Commissioners to vacate a portion of Scallop Court to facilitate the redevelopment of the same property formally known as Coquina Isle Condominium. Mr. Stanford indicated that a portion of the Scallop Court cul-de-sac area that now exists would be redesigned with the future plans to improve the right-of-way geometry and access to property, which will result in an enhanced project site plan. In exchange for the right of way vacation, the petitioner is willing to make a contribution in the amount of $15,000 for use at local beach access ways or landscaping along Santa Rosa Boulevard. This type of request is consistent with prior requests along Santa Rosa Boulevard. The petitioner has also already contacted the Okaloosa Island Leaseholder's Association and the Okaloosa Island Fire District regarding the request and there were no objections. However, it is understood that further approvals from both entities will be required at such a time as a development order is requested. OPTIONS: Approve/Disapprove to schedule a Public Hearing regarding the vacation of a portion of Scallop Court to be held on May 19, 2015. RECOMMENDATIONS: Approve the scheduling of a Public Hearing to be conducted on May 19, 2015 to consider the vacation of a portion of Scallop Court located south of Santa Rosa Boulevard on Santa Rosa Island. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
