BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 16, 2015 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: Bid Protest – RFP GM 18-15, Transit Services DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: Request the Board review and consider the above-referenced bid protest and County Administrator’s analysis and recommendation. BACKGROUND AND ANALYSIS: The County previously issued RFP GM 18-15 to seek bids from individuals/firms interested in providing transit services. On June 2, 2015, the Board approved the recommendation of the selection committee and awarded the contract to Maruti Fleet and Management, LLC. On June 5, 2015, a Notice of Protest of Bid Award was received from Okaloosa County Transit asserting two grounds to protest the award of the contract to Maruti. Pursuant to County policies, the County Administrator is to review the Bid Protest and prepare an analysis and recommendation to the Board. The Board shall consider the bid challenge and the County Administrator’s analysis and recommendation and issue a written determination as to the challenge. OPTIONS: Approve/Disapprove. RECOMMENDATION: Approve the County Administrator’s recommendation and reject the Notice of Protest of Bid Award filed by Okaloosa County Transit.
