BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: RFQ for Medical Insurance Agent of Record DEPARTMENT: Human Resources BCC DISTRICT: All STATEMENT OF ISSUE: Request approval to issue a Request for Qualifications (RFQ) for Medical Insurance Agent of Record and appoint a selection committee to review the submissions. BACKGROUND: Currently the Medical Insurance Agent of Record is Dennis Barnes with Barnes Insurance and Financial Services. They coordinated placement of the county’s health insurance plan with Florida Blue. The existing contract with Barnes Insurance and Financial Services has been in place since July 10, 2008, and the final renewal expires on September 30, 2015. The proposed scope of service is provided as an attachment to this agenda request. The employees of the Clerk of Courts, Property Appraiser, Supervisor of Elections and Tax Collector are included with employees of the Board of County Commissioners in a combined group insurance program. Staff recommends the following individuals serve on the selection committee to review submissions: GinNeal McVay, Human Resources Manager; Meribeth Poole, Director of Human Resources - Clerk of Courts; and Laura Porter, Risk Manager. A Commissioner to serve on the committee would be welcomed, if so desired. OPTIONS: Approve/Disapprove RECOMMENDATIONS: 1) Authorize Staff to issue a RFQ for Medical Insurance Agent of Record; and 2) Appoint a selection committee to review the submissions.
