The Pupil Progression Plan has been revised to reflect new polices,
procedures and legislation in effect for the 2013-2014 school year. Annually,
three committees meet (elementary, middle school and high school); each
committee includes administrative, instructional and OCEA representation.
Each committee discusses needed changes pertinent to their school level
and makes recommendations for revisions. New legislation which impacts
pupil progression is also included in the document. Revisions are
highlighted in gray in the PPP; in addition, a summary of the most significant
changes has been provided. Upon approval by the School Board, the PPP
will be available on the OCSD website.

Public Content
This Early College/Dual Enrollment Articulation Agreement between Northwest Florida State College (the College)
and the Okaloosa County School District (the District) is in effect from August 15, 2013 to July 31, 2014. Early
college/dual enrollment is one of the articulated acceleration mechanisms defined in Florida Statutes. The
mission of dual enrollment, as specified by the Legislature, is three-fold:
• to shorten the time necessary for a student to complete the requirements of a postsecondary degree and
high school diploma
• to broaden the scope of curricular options available to students, or
• to increase the depth of study available for a particular subject.
A District Articulation Committee will review this Agreement each year. Composition of the District Articulation
Committee shall conform to Florida rule and law. Voting members shall be appointed by the appropriate
superintendent or institutional president and shall represent Northwest Florida State College, Okaloosa County
School District, and Walton County School District. Guests and additional non-voting members may also attend
and participate in the meetings.
This agreement may be amended or renewed from year-to-year by mutual agreement of the President of
Northwest Florida State College and the Okaloosa County School Board.
Summary of Major Changes
By statute, the District will be invoiced $71.98 per credit hour for dual enrollment courses taken on the College
campus during fall and spring terms in the 2013-2014 school year.
The College agrees to provide a stipend of $100 per student per course to the District for invoiced registrations
as mitigation for the cost of instructional materials.
The minimum required GPA is changing from 3.0 weighted to 3.0 unweighted to be aligned with statute.
Students taking dual enrollment during fall and spring terms in 2013-2014 will be grandfathered.
