STATEMENT OF ISSUE: A scope and fee has been requested from AVCON, Inc. to perform
engineering services for the Bluewater Bay area as part of a Hazard Mitigation Grant from the
Florida Division of Emergency Management (FDEM).
BACKGROUND: In 2014, the Board of County Commissioners (BCC) authorized submittal of
a grant application, on behalf of the Bluewater Bay Municipal Services Benefit Unit (MSBU), to
the FDEM. The purpose of the Hazard Mitigation Grant is to study and improve the Curacao
Way/ Southwind Drive drainage basin. The FDEM approved the grant in two phases. Phase I is
the analysis and design of improvements with a budget of $130,240, with a 25% local match.
Phase II is construction of the improvements, estimated to cost $269,225, with a 25% local
match. The Bluewater Bay MSBU has pledged $22,560, and Public Works staff has agreed to
provide $10,000 of in-kind services to cover the local match for Phase I of the grant.
Attached is a proposal for engineering services from AVCON, Inc. for $98,204.00 to develop the
plans and specifications, obtain permits, and assist with grant administration.
