BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 19, 2016 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval to award the bid and contract for Gap Creek Stormwater Improvements DEPARTMENT: Purchasing BCC DISTRICT: 4 STATEMENT OF ISSUE: Purchasing requests Board approval to award the bid and contract to Carter’s Contracting Services for the Gap Creek Stormwater Improvements. BACKGROUND & ANALYSIS: On April 6, 2016 three (3) bids were received for the Gap Creek Stormwater Improvements. Staff has reviewed the bids and determined Carter’s Contracting Services to be the lowest responsive bidder at a price of $220,554.07. (This total will differ by 0.04¢ from the bid tabulation due to a minor mathematical error that was discovered during the review of the bid documents.) This project has a very tight timeline due to the grant funding deadline. Staff has prepared the contract and it is included with this agenda item. Staff will acquire the vendor’s signature upon approval of the contract and the document will then be provided to the Chairman for signature. Including the contract with the award will allow three weeks additional construction time. Staff requests approval to award the bid for the Gap Creek Stormwater Improvements to Carter’s Contracting Services and authorize the Chairman to sign the document. The term of the contract is proposed at 90 calendar days. Partial contract documents are included with the agenda item. The entire contract can be viewed by referencing the contract link document. This project includes improvements to the Poplar Avenue Stormwater Pond (part of the Gap Creek Drainage Basin) in Fort Walton Beach, FL. The project is in the vicinity of the Poplar Avenue/Lovejoy Road intersection and includes the addition of a new 36” cross-drain under Lovejoy Road and related improvements. OPTIONS: (1) Approve/Deny to waive the minor mathematical error of 0.04¢ in the bid calculation. (2) Approve/Deny award of the bid to Carter’s Contracting Services for the Gap Creek Stormwater Improvements for a price of $220,554.07 and authorize the Chairman to sign the contract. RECOMMENDATION: (1) Staff recommends approval to waive the minor mathematical error of 0.04¢ in the bid calculation.
