BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 3, 2016 TO: Honorable Chairman and Members of the Board FROM: Roland Sims Sims Jr. SUBJECT: Amended Procedures for Meetings of the Board of County Commissioners DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: The County has previously adopted a Resolution establishing the Rules of Procedure for the conducting of meetings of the Board of County Commissioners. Staff has been requested to prepare a modification of those policies which would govern the adding of matters for the Board’s consideration that had not been included on the published agenda. BACKGROUND AND ANALYSIS: The County has previously adopted a Resolution establishing the Rules of Procedure for the conducting of meetings of the Board of County Commissioners. On occasion, matters arise which are required to be addressed by the Board on an expedited basis. These are generally matters that have not been included on the published agenda but can not be delayed until the next meeting. Many jurisdictions have established procedures that matters may not be added to the previously published agenda without a vote of the Board, and frequently these procedures require a supermajority vote (majority plus one). Staff has been requested to prepare a modification of the established policies which would govern the adding of matters for the Board’s consideration that have not been included on the published agenda. This amendment would require a supermajority vote of the Board to consider such a matter. OPTIONS: Approve/Disapprove. RECOMMENDATION: Approve the proposed amendment to the procedures for meetings of the Board of County Commissioners to require a supermajority vote to consider matters that have not been included on the published agenda.
