June 17, 2014 Regular Meeting The regular Tuesday meeting of the Okaloosa County Board of County Commissioners was called to order at 8:30 a.m. at the Water & Sewer Administration Building in Fort Walton Beach. Members present were Charles K. Windes, Jr., Chairman; Nathan Boyles, Vice Chairman; Wayne Harris; Dave Parisot (arrived at 8:40 a.m.); and Don Amunds. Also present were Gary J. Stanford, Finance Director, Clerk's Office; Ernie Padgett, County Administrator; and Greg Stewart, Acting County Attorney. PRESENTATION - 2014 LINE SUPERVISOR OF THE YEAR AWARD TO JOSE PEREZ, UR. Mr. Windes asked Jose Perez to come forward. Public Safety Director Dino Villani and EMS Manager Daniel Dunlap joined Mr. Windes at the podium for the presentation. Mr. Windes stated Mr. Perez was selected by the Florida Chapter of the Association of Public Safety Communications Officers as the 2014 Line Supervisor of the Year. The award is presented to public safety communications personnel who have demonstrated the highest levels of professional conduct and performance in the line of duty. He was nominated because of his work ethic and skilled ability as a communications shift supervisor. Mr. Perez received a round of applause as Mr. Windes made the presentation. PUBLIC INFORMATION OFFICER'S UPDATES Mrs. Kathy Newby, Public Information Officer, reported 1,088 Okaloosa County residents have registered with the Disaster Recovery Center. She advised that individuals may continue to file/register until July 7 for SBA loans; however, the Disaster Recovery Centers in Okaloosa and Walton Counties will close today at 6:00 p.m. Other news included an announcement that Wright Elementary School will receive recycling containers through a Southeast Rural Community Assistance Project Grant. And, photographs were displayed of the ribbon cutting ceremony held on June 9 for Bayview Plaza and Veterans Park. June 17, 2014 -1- Minute Book 71, Page 93 Okaloosa County Board of County Commissioners COUNTY ADMINISTRATOR'S UPDATE Mr. Padgett stated Mr. Stewart will provide an update and seek guidance on how to deal with the Department of Juvenile Justice (DJJ) overcharges. He then read excerpts of two editorials printed in the Orlando Sentinel and the Daytona Beach Daily News regarding the Legislature’s decision not to act to remedy this situation in the last Legislative Session. Mr. Padgett again affirmed his belief that Okaloosa County is looking at this issue in the correct way. He said three representatives of the county attended DJJ’s rulemaking workshop. Mr. Padgett stated DJJ'’s latest proposal is to change the rules and pass along more costs to the counties. He said if the rule is approved, Okaloosa’s portion would increase from $180,000 to $580,000 per year. Mr. Stewart stated he also attended the June 6 Final Rule Hearing and it is DJJ'’s intention to pass along more costs to the counties. Any challenge had to be filed within ten days of the hearing, Mr. Stewart advising he did file a challenge and will ask the Board to ratify that action. (Mr. Parisot arrived at this time—8:40 a.m.) Continuing, Mr. Stewart stated his firm (Nabors, Giblin & Nickerson) has been asked to represent the Florida Association of Counties (FAC) in this matter, adding that 23 additional counties have joined in the suit. He emphasized “FAC is not driving the train.” Mr. Stewart said any county may participate. A litigation fund will be established with middle- sized counties contributing $1,000. If an appeal is necessary, another $2,500 may be required. Total county contribution could be $3,500. Mr. Stewart stated the cost for larger counties will be higher. He advised it will be advantageous to approach the matter ain this fashion and asked for approval of this arrangement. Mr. Harris made motion, seconded by Mr. Amunds, to approve the County Attorney’s recommendation and to ratify the challenge filed following the June 6 DJJ rulemaking hearing. Mr. Parisot provided commentary on the rulemaking session and said he supports going forward with legal action. 5 yeas. June 17, 2014 -2- Minute Book 71, Page 94 Okaloosa County Board of County Commissioners COMMISSTIONER’S MINUTE Mr. Parisot stated at a future date the Public Works Department will request authorization to set a public hearing for use of golf carts on county roads in the Lake Lorraine area. He said the proposed ordinance will be similar to the one adopted for Rocky Bayou Estates. Mr. Parisot noted that a town hall meeting was held and 94% of those in attendance were in support of the action. Secondly, Mr. Parisot reported this year’s State Budget has a line item for $4 Million to come to Okaloosa County for water and sewer projects. He thanked Deputy Water & Sewer Director Mark Wise and the county’s state lobbyist for their hard work in this regard. Mr. Boyles, Mr. Amunds, and Mr. Harris had no comments. Mr. Windes announced the TDC committee to review applications for the vacant seat on the Tourist Development Council has met and will provide its recommendation for appointment at a future meeting. PUBLIC COMMENTS RELATED TO THE CURRENT AGENDA Mr. Dan Brown, Lake Lorraine Circle, asked the Board to act now on the infrastructure surtax. He said since 1998 the drainage in his neighborhood has worsened with degradation of old pipes and appearance of sink holes. Mr. Brown stated many homes have experienced flooding. Mr. Brown said the taxes in Okaloosa County are some of the lowest in the state and the nation. He expressed concern that emergency funds are far below what is needed during hurricane season. Mr. Brown stated he does not like taxes but property and safety will be at risk during another storm. He reiterated his request for the Board to act now. Mr. Fred Westfall, Shalimar, stated he has been before the County Commission many times since 1995. He advised that his home has been flooded five times and nothing is being done. Mr. Westfall said the county has been using his property taxes for other things. It was his belief the county has a legal obligation to have a stormwater system and he feels this crisis has been created by the Board. Mr. Westfall continued to speak about the millage rates and budgets since 2005. He said it may be time to increase the June 17, 2014 -3- Minute Book 71, Page 95 Okaloosa County Board of County Commissioners millage rates to cover infrastructure. He referred to the Sheriff's budget of $30 Million and asked if the safety provided by the Sheriff’s Office is more important than infrastructure. Mr. Westfall asked the Board to take a hard look at the budget and suggested a category other than stormwater be held hostage for the surtax. Mr. Harris remarked that it is amazing how people can look at a budget of $279 Million and see waste. He asked what happens if the stormwater tax referendum is put on the next ballot and fails. Mr. Harris underscored the fact the county does not have the money for all of the stormwater projects and asked where we are to get it. He said for a referendum on this tax to be viable, the voters must be educated and the projects must be specific. Mr. Harris stated there are tens of thousands of residents who are not in the same position as Mr. Westfall or Mr. Brown and they will be looking at how the referendum will impact them. Mr. Harris said he sees radical people make character assassinations when taxes are raised. He noted that he is affected by flooding where he lives but he does not have a magic wand to make things happen. Mr. Harris pointed out a referendum was attempted for stormwater in the past and it failed miserably. Mr. Parisot stated he takes exception to some of Mr. Harris’ remarks. He said the priority sequence is Public Safety, Essential Services, then Quality of Life. Mr. Parisot felt more is being spent on quality of life issues than on essential services. He said the Board needs to make some hard decisions with consideration to quality of life items going away. Mr. Parisot thought “Plan B” should be to really scrub the budget. He said, for example, a half-million dollars is spent on the Library Cooperative. He said the cities could charge a fee for library use and that $500,000 could be put to essential services. Another example cited by Mr. Parisot was public transit buses, stating those buses are only half full. Mr. Amunds commented the problem in Lake Lorraine has been ongoing for years and asked how much time and resources have been spent in that area. Public Works Director John Hofstad replied they have done emergency repairs and it has been reactive measures. He said nothing of substantial impact has been done. However, he stated last year money was put into the June 17, 2014 -4- Minute Book 71, Page 96 Okaloosa County Board of County Commissioners budget for that specific area and the contractor was on site a few weeks aqo. Mr. Amunds asked if comsideration has been given to bonding the MSBU Parks reverue. Mr. Hofetad replied in the affirmative. He explained that $400,000 1s allocated from the General Fund for stormwater and $450,000 is from the MSTU for a total of $850,000. Mr. Hofstad stated the operational budget alone is S870,900 and LOGT funds are used [0 supplement that budget. Upon further inquiry by Mr. Amunds, Mr. Hofstad stated more funding has been contributed to stormwater projects in the last two years. PUBLIC HEARING - R/W VACATION AND PROPERTY EXCHANGE, BLOCK 10 OF BAYVIBW SUBDIVISION, TIMOTHY AND SHARON SMITH (9:00 a.m, } Mr. Stanford read the advertised legal notice for public hearing to consider a request from the Okaloosa County Public Works Department to consider vacating a portion of the east-west alley through Block 10 of Bayview Subdivision in exchange for the goutheast corner of Lot 9 Block 16 in Bayview Subdivision belonging to Timothy and Sharon Smith. Mr. John Hofstad, Public Works Director, showed photographs of the subject area highlighting a portion of the paved alley which exists outside the right-of-way. The proposed exchange will place the entire paved surface within the right-of-way and cure an encroachment on the Smith's property. The property owners are represented through their agent John S. Mead of the Mead Law Firm and have petitioned the Board to deed a portion of Lot 9, Block 16 to the county in exchange for a portion of the county’s right-of-way adiacent to Lots 6 and 7 of Block 10. The suoject parcels are equal in square footage, more or less. He advised this proposed vacation and property exchange has been vetted through his department, has been properly advertised, and no opposition has been received. Mr. Pete Feterson stated he lives arcund the corner from the subject property and spoke to the use of the alleyway which rune through the subdivision. He expressed his concerns about rezoning in this area. Mr. Peterson also referred to the sign {gublic hearing notice) which had been posted and said it was necessary to get out of your car and lift the plastic over the sign to be able to read it. June 17, 2014 ~S- Minute Book 71, Page 47 Okaloosa County Board of County Commissioners Mx, Hofetad etated this hearing is for the vacation request only and there is mo change in zoning. Mr. Parisot made motion, seconded by Mr. Harris, to adopt a resolution approving the right-of-way vacation and exchange of property ag advertised. 5 yeas. RESOLUTION NO, 14-97 PUBLIC HEARING ~ REQUEST TO VACATE PORTION OF SEVENTH AVENUE AND FIFTH STREET IN TOWNSTTE OF PORT DIATE (9:06 a.m.} Mr. Stanford read the advertised legal notice far public hearing to consider the request of Raymend and Felicia Donovan and Steven and Cindra Cowen to vacate portions of Seventh Avenues and Fifth Street adjacent to Biock 70 in the Townsite of Port Dixie in Shalimar. Mr. Hofstad reported this vacation request is comsistent with others previously agproved by the Board in this area. He stated there is one condition of the vacation which is unique. Mr. Hofstad displayed a photeqraph of a shed which was constructed om the right-of-way. The petitioner hae requested the shed be allowed to remain. The language in this resolution states: “No new structures shall be constructed within the vacation area/retained easement. Im the event that the county requires use of the easement, the existing structure shall be removed at the owner's expense.” He reported no objections to this vacation request have been received. Upon incuiry by Mr. Boyles, Mr. Hofstad stated the rights-of-way platted im this 1920s Fort Dixie Subdivision are 100 feet wide. He acknowledged that today’s standard is 66 feet for righta-of- way. No one came forward to speak in favor of or in opposition to this request. Mr. Parlsot made motion, seconded by Mr. Amunds, to adopt a resolution approving the vacation request as advertised. 5 yeas. RESOLUTION NO, 14-98 PUBLIC HEARING ~ SYLVANTA HEIGHTS MSBU ASSESSMENT INCREASE Mr. Stanford read the advertised legai notice for public hearing to congider raising the agsessment rate for the Sylvania Heights Municipal Services Benefit Unit (MSBU) for Lighting. June 17, 2014 -§- Minute Book 71, Fage 428 Okaloosa County Board of County Commissioners Mr. Hofstad stated this MSBU has been from “year-to-year” in arrears. He said staff met with the MSBU Committee and a small increase was approved last year but it was insufficient to cover the arrearage which is $4,000. Staff again met with the committee to discuss this problem and the committee voted to raise the monthly assessment from June 2014 until January 2015 from $4.50 to $11.12. After than timeframe, the rate will decrease to $7.50 per month. Mr. Parisot pointed out there are 59 property owners which are not paying the MSBU fee and posed questions on the number of residents needed to establish the MSBU. Mr. Hofstad answered the requirements for establishing the MSBU were the same as for any other MSBU and noted there are residents who do not pay the MSBU fees. Upon further inquiry, Mr. Hofstad stated the MSBU fee is collected on the water bill and the utility is Okaloosa County Water & Sewer. Mr. Harris asked how the property owners can refuse to pay the fee. Mr. Hofstad replied the water bills are not being paid. Upon inquiry by Mr. Harris, Mr. Stewart stated the Board can create various alternative collection methods and methods to deal with delinquencies. Mr. Harris said those options should be considered. Mr. Stewart stated water can be cut off for nonpayment of the water bill but there is a _= statutory prohibition from cutting off the water if the individual does not pay some other type assessment. No one came forward to speak in favor of or in opposition to this item. Mr. Amunds made motion, seconded by Mr. Parisot, to approve the assessment increase for the Sylvania Heights MSBU. 5 yeas. VISITOR - LINDA SUMBLIN WITH CAREERSOURCE OF OKALOOSA AND WALTON COUNTIES, PRESENTATION OF BUDGET FOR FY 2014-15 Ms. Linda Sumblin, Executive Director of CareerSource of Okaloosa and Walton Counties, presented the CareerSource budget for FY 2014-15 for consideration and approval. She stated they are not requesting any allocation from the county. Ms. Sumblin reported the budget is $3.7 Million. She emphasized how transparent they are with their funding, stating they are audited by a state agency and an independent auditor. Ms. Sumblin reported there have been no concerns, no findings or exceptions in their audits. June 17, 2014 -7- Minute Book 71, Page 99 Okaloosa County Board of County Commissioners Upon inquiry by Mr. Parisot, Ms. Sumblin stated they did receive a three-year $1.5 Million grant for veterans to be administered through the Wounded Warriors Foundation. She said those grant funds have been incorporated into their budget. Mr. Harris made motion, seconded by Mr. Amunds, to approve the FY 2014-15 Budget for CareerSource. 5 yeas. VISITORS - SAM SEEVERS AND SAL NODJOMIAN, OKALOOSA RESTORE ACT COMMITTEE PRESENTATION Ms. Sam Seevers, Chairman of the Okaloosa Restore Act Committee (ORAC), and Mr. Sal Nodjomian, Executive Vice President of Matrix Design Group (ORAC consultant), came forward to provide the Board with an update. Ms. Seevers stated the group was challenged with the task of producing criteria and a tool to evaluate projects for BP funding. She said the eleven-member committee was formalized by the Board in Resolution No. 13-47, adopted on March 4, 2013. Ms. Seevers discussed the slide entitled “Setting the Stage,” which lists the steps already taken by ORAC and those yet to be completed. Currently, the committee is testing the model with several projects. The Mission Statement was provided and she said the most important sentence is “The ORAC shall recommend projects selected in a fair and transparent manner to the BCC to help restore and protect our portion of the Gulf Coast region.” The next slide in the PowerPoint presentation was an explanation of the Goals of ORAC. Mr. Nodjomian detailed Model Development and the Proposed Evaluation Tool to be used to score projects. He stated this tool will depoliticize this process. Mr. Nodjomian summarized, saying Okaloosa County has an educated and engaged ORAC, a deliberate model and is poised for program execution when rules and funding is finalized. Ms. Seevers stated the group was given twelve projects from Louisiana to test the criteria of the model. One proposed project was a park and she supported it but it scored poorly on the model. She said that she had not taken all aspects into considerations, such as environmental impact, but was good with the results because it showed the model and evaluation tool worked. Mr. Parisot said this process is being closely observed by other counties and state agencies. June 17, 2014 -8- Minute Book 71, Page 100 Okaloosa County Board of County Commissioners Mr. Amunds thanked Ms. Seevers and Mr. Nodjomian for their work and said he likes the idea of moving more slowly and taking the politics out of it. Mr. Boyles echoed those comments and said he appreciates it not becoming a political process. He asked Ms. Seevers to convey his appreciation to the other committee members when the committee meets again. Mr. Windes said he believes these methods give the county credibility and stated we have the right team in place. Mr. Christopher stated they were shooting for a budget for construction of the facility at $10 Million or less, advising the current cost for the building only is $10.3 Million. He reviewed the drawings, pointing out the designated areas for the Tax Collector, Property Appraiser, GIS, Growth Management, Commissioners’ offices and meeting chambers, and County Attorney’s office. Mr. Christopher stated there will be 320 parking spaces with overflow parking bringing that number up to 400 spaces. It is anticipated staff working at the facility will park at the rear of the building. Mr. Christopher displayed the elevation. Proposed construction would include a brick fagade, metal roof and impact resistant windows. The overall site plan showed the existing stormwater pond, entrance to the building, public parking and _ staff parking. Mr. Christopher stated he is asking to go forward with 100% design. He pointed out an item on the Consent Agenda was approval to move forward with the structural steel for the new building. Mr. Christopher stated the asbestos remediation is complete and demolition of the existing Shalimar Annex will begin this week. He advised that a change order regarding the demolition will be coming before the Board. Mr. Parisot posed a question on how much of the materials will be recycled. Mr. Christopher replied there has been discussion on recycling and he is working with Facilities Maintenance Director Don Turner to salvage items if possible. Mr. Boyles stated the Board needs to make certain it is giving them the leadership and guidance they need to do this right. He said this will be a 50-year building and cautioned against June 17, 2014 -15- Minute Book 71, Page 107 Okaloosa County Board of County Commissioners pinching pennies. Mr. Boyles felt the Board should make certain to give guidance on the footprint and durable materials. Mr. Parisot spoke on cutting costs by having the Facilities Maintenance Department do a portion of the construction. Mr. Harris responded by saying that his comments are not meant as any disrespect to Facilities Maintenance personnel but there would be a measure of losing control over using county personnel as subcontractors. Lord & Son would have no recourse over the individuals or their work and they cannot fire a county employee. Another issue would involve existing county projects and work schedules. He commented that he would not build the facility on those terms. Mr. Windes remarked that is a separate issue to be taken up and the Board should make a decision on the current item before it. Mr. Amunds made motion, seconded by Mr. Boyles, to approve the 50% drawings and to move forward with the 100% plan. 4 yeas, 1 nay. (Mr. Parisot voted no.) (NOTE: A full set of 50% drawings was delivered to BCC Records and is on file in that office.) Mr. Christopher stated they are confident Facilities Maintenance could do the work but it would create a problem with warranties and timing. He said to be able to get the Tax Collector and Property Appraiser into the facility by (next) August will mean they have to “go like crazy.” Mr. Christopher stated they believe it is important to keep it under their management. Mr. Harris said the Facilities Maintenance people are jacks of all trades and trade people are specific to a certain field. Mr. Parisot stated Facilities Maintenance personnel do great quality work but there are not enough of them. He said it took more than a year to renovate the Garniers Plant into the EMS building. Mr. Parisot made motion, seconded by Mr. Harris, to turn the project over entirely to the contractor. Mr. Amunds asked if that is a not-to-exceed amount and Mr. Harris asked if the $10.3 Million cost quoted earlier includes the site work. Mr. Padgett said this has evolved because there was discussion at the outset of the Facilities Maintenance and Public Works Departments coming onsite to do the clearing. He stated both of those departments have a full schedule and the project needs to keep moving. Mr. Padgett reported quotes were obtained to demolish June 17, 2014 -16- Minute Book 71, Page 108 Okaloosa County Board of County Commissioners the Annex and an adjustment in the contract will need to reflect the total amount. Discussion ensued regarding the work being done by the departments. Mr. Amunds said he also feels that at some point the Board needs to set a not-to-exceed amount. Mr. Boyles recommended we not muddy the waters but to give clear direction on whether or not to divert staff away from existing projects. He said he believes the Board should vote on this motion. Mr. Parisot stated purchasing materials through the Purchasing Department could save significantly with not paying sales tax. Mr. Christopher responded they do anticipate making purchases through the direct payment system. He said they will work with Purchasing Manager Zan Fedorak and her staff. Mr. Christopher reiterated these are the 50% drawings and he will return when the 100% drawings are completed. Mr. Parisot clarified his motion, saying Lord & Son will have control over the project and the Purchasing Department will be allowed to work with the contractor on direct payments. Mr. Harris confirmed his second. Upon inquiry by Mr. Windes, Mr. Parisot stated this motion rules out the use of Facilities Maintenance and Public Works staff. 5 yeas. FACILITIES MAINTENANCE - CHANGE ORDER NO. 3 TO CONTRACT Cl12- 1995-FM WITH LORD & SON CONSTRUCTION, SHALIMAR ANNEX PROJECT Mr. Hofstad presented for approval Change Order No. 3 to Contract C12-1995-FM with Lord & Son Construction. He pointed out the change order document incorrectly states the change order reflects a decrease in the contract sum of $178,784.69 when in reality it is an increase to the contract by that amount. Mr. Boyles made motion to approve the change order. Mr. Stewart interjected the motion should incorporate approval for the physical document to be amended to reflect the change order as an increase. Mr. Boyles concurred, including that provision in the motion. Mr. Harris seconded the motion. 5 yeas. DISCUSSION ON FUNDING CAPITAL PROJECTS Mr. Amunds asked when the Board can see more accurate numbers on the Shalimar Annex project. He underscored the importance of having this information before borrowing money. Mr. Amunds stated six months ago the cap for all three projects (Shalimar Annex project, Crestview Courthouse renovations, and Sheriff's June 17, 2014 -17- Minute Book 71, Page 109 Okaloosa County Board of County Commissioners new building in Shalimar) was $20 Million. He said at some point we have to have the money for these projects. Mr. Christopher stated on July 15 the 100% drawings will be completed and bids for the construction of the facility should be in by the end of August. He was hopeful of having this information by the first meeting in September. Mr. Christopher spoke of a guaranteed price with value engineering to adjust the number. He said that is when they will know the price of this facility. Mr. Amunds asked if that will give the Board sufficient time to have financing in place using that scenario. He expressed concern because the Reserves are already low and questioned putting financing in place at the end of hurricane season. Mr. Padgett responded by saying if the project moves forward, we will know a range of prices so we can take care of the financing. He added that he does not want to pull any more from Reserves or any other line item. Mr. Christopher stated they are within 5% of the number the Board will get in September. Mr. John Hofstad, Public Works Director, stated they also expect a conversation relatively soon with Mark Galvin (financial consultant). He said there needs to be a capital plan in place once you put in the order for the steel ($1.5 Million cost). Mr. Harris stated we should look at the future. He said he agrees with Mr. Boyles on quality, durable construction for a building to last fifty years. He felt it was premature to lock in an amount. PUBLIC WORKS - SUBMERGED LANDS LEASE ANNUAL WET SLIP REPORT AND GROSS INCOME REPORTING FOR OKALOOSA ISLAND PIER Mr. John Hofstad, Public Works Director, requested approval to submit the Annual Wet Slip Report and Gross Income Reporting for Okaloosa Island Pier and for the Chairman to execute the associated certification. Mr. Amunds made motion, seconded by Mr. Parisot, to approve the department head’s request. 5 yeas. HUMAN RESOURCES - FLORIDA BLUE RENEWAL Mrs. Kay Godwin, Human Resources Director, stated her request has two parts: (1) approval renewal of the employee group health insurance and Blue Medicare supplement with Florida Blue effective October 1, 2014 and (2) changing the waiting period for new employees enrolling in the employee health plan to June 17, 2014 -18- Minute Book 71, Page 110 Okaloosa County Board of County Commissioners comply with the requirements of the Affordable Care Act. She stated all Constitutional Officers, with the exception of the Sheriff, participate in the county’s insurance program. Mrs. Godwin recommended approval of the coverage at this time because of budgetary allocations. She stated Dennis Barnes and Glenn Little of Barnes Insurance and Financial (county’s medical insurance agent of record) are present this morning. Mrs. Godwin said she wants to publicly thank them for their assistance in negotiating the ProShare Agreement and keeping the county in compliance with the health care mandates. She reported this is a partnership with Florida Blue, meeting with them and the underwriters each year. This year the cost came in with a 5% increase in premiums but it was negotiated down to a 1.84% increase. With regard to the ProShare Agreement, Mrs. Godwin stated the county has received $4.8 Million in rebates in past years (2012 and 2014). The next refund will be in 2016. The ProShare Agreement returns a portion of premiums in excess of claims and administrative fees. The second portion of the HR agenda request is to amend the waiting period for new employees. Current policy states new employees become eligible for the county’s employee group health plan on the first day of the first month after 90 days of employment. The Affordable Health Care Act mandates any waiting period for participation in an employee health plan cannot exceed 90 days. She recommended this waiting period be changed to 30 days. (NOTE: Directors are eligible to participate in the employee group health plan on the first day of the first month following the date of employment. There will be no change to the eligibility period for directors.) Additionally, Mrs. Godwin stated the ProShare Agreement refund is to be used to offset the employees’ $40 contribution to the health plan. She also reported the stipend policy will remain unchanged. Mr. Amunds stated more and more counties in the state have gone to a non-smoking policy. He said if the Board adopted such a policy, no new hires could be smokers. He asked Mr. Barnes to comment on the cost for smoking cessation programs for current employees and possible savings for such a policy. June 17, 2014 -19- Minute Book 71, Page 111 Okaloosa County Board of County Commissioners Mr. Barnes replied the county’s Wellness Committee has reviewed the smoking cessation programs available to staff members. He advised that it does take time to realize a savings following adoption of a smoke-free policy. Mr. Barnes stated with Board direction, they can return with more information on the implementation steps, stressing there are very calculated steps to be taken in such a program. Mr. Boyles commented this is very interesting to him because each of us make our own personal health decisions but a group plan would eliminate those individual decisions. He asked Mr. Barnes, based on his experience in the health insurance business, if he can say the program would reduce rates and when. Mr. Barnes responded that health is unpredictable. He spoke about Gulf Power Company’s decision to go smoke free and that plan showed results at the five-year point. Mr. Barnes pointed out it is not an overnight change, again saying you must create a culture of wellness and have a five-year strategy. He said he believes it could be effective. Mr. Parisot voiced support for Mr. Barnes and Mr. Little to provide additional information on the program to the County Administrator and to the Board. Mr. Windes asked his fellow commissioners if they objected to this request for more information. There were no objections. Mr. Amunds made motion, seconded by Mr. Parisot, to renew the employee group health insurance and Blue Medicare supplement with Florida Blue and to request the Insurance Brokers work with staff to learn about procedures for a non-smoking work place. 5 yeas. Mr. Harris made motion, seconded by Mr. Boyles, to change the waiting period for new employees enrolling in the employee health plan to comply with the Affordable Care Act as outlined by the HR Director. 5 yeas. Mrs. Godwin stated pursuant to the Florida Clean Indoor Act there is to be no smoking in county vehicles or in corridors. June 17, 2014 -20- Minute Book 71, Page 112 Okaloosa County Board of County Commissioners NEW BUSINESS - APPOINTMENTS TO VALUE ADJUSTMENT BOARD Mr. Windes stated the next item is appointments to the Value Adjustment Board (VAB). Pursuant to Chapter 194.015, Florida Statutes, the VAB must consist of: * two County Commissioners and one citizen to he appointed by the BCC who owns homestead in the county and * one member of the School Board and one citizen appointed by the School Board who owns a business occupying commercial space within the school district Mr. Parisot made motion, seconded by Mr. Harris, to appoint Commissioners Harris and Boyles to the VAB. 5 yeas. Mr. Parisot made motion, seconded by Mr. Harris, to post a solicitation for citizen volunteers for the third appointment. 5 yeas. Mr. Parisot asked if citizens serving on the VAB must fill out a financial disclosure statement. Mr. Stewart replied that he will look into that. COUNTY ADMINISTRATOR Mr. Padgett advised he will be at a conference through Friday and asked for authorization for Rick Owen to sign documents in his absence. Upon inquiry by Mr, Amunds, Mr. Parisot stated the authorization will only apply to the administrative process and not financial approvals. Mr. Harris made motion, seconded by Mr. Boyles, to approve Mr. Padgett’s request and to authorize Rick Owen to sign administrative documents in Mr. Padgett’s absence. 5 yeas. PUBLIC COMMENTS None. ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned at 11:10 a.m. DON W. HOWARD CHARLES K.
