BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 3, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Purchase and Replace Surface Aerator Gearbox at Arbennie Pritchett Water Reclamation Facility DEPARTMENT: Water and Sewer BCC DISTRICT: 3 STATEMENT OF ISSUE: Water & Sewer staff requests BCC approval to purchase and replace one surface aerator gear box for the Arbennie Pritchett Water Reclamation Facility (APWRF) for a cost of $59,667.00. BACKGROUND: In the wastewater industry, it is typical for all the pumps and mechanical equipment inside one particular structure (i.e. lift station wet wells and aeration basins at wastewater facilities) to have the same make and model pumps/equipment. This is for standardization of operations and maintenance and the ability to stock and interchange parts. The APWRF biological treatment process includes six identical 150 horse power (HP) surface mechanical aerators. Each surface aerator consists of one 150 HP motor, gear box, shaft and surface impeller. These surface aerators are an extremely important part of the treatment process, as the microorganisms in some of the treatment zones require air for survival. This past December, one of the surface aerator gear boxes malfunctioned to a point beyond repair and now needs replacing. Only the gear box of the complete unit needs replacing. OCWS must replace the aerator gear box with the same make and model, due to non-interchangeable parts. To go with a different make and model would require replacing the entire unit (motor, gearbox, shaft and impeller), which would elevate the cost to an extreme amount. In addition, the slab the aerators are mounted on would also need modifying, as each make and model require different footprints and mounting specifications. To modify the slab would be a major modification to the APWRF and an extreme undertaking. A Sole Source form is attached to this agenda request. Ovivo is the manufacturer of the six surface aerators at APWRF. They have provided a quote (see attached) for $59,667 to replace the gear box. Upon BCC approval of this request, Purchasing will issue a purchase order to Ovivo for $59,667.00. OCWS plant maintenance staff plans to install the new gear box once the unit is received. OPTIONS: Approve or deny.
