BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Sheriff Larry Ashley SUBJECT: Byrne Grant Application Submittal FY2016 STATEMENT OF ISSUE: Request that the Okaloosa County Board of County Commissioners (BOCC) approve the Okaloosa County Clerk of Courts (on behalf of the Okaloosa County Sheriff's Office) to submit an on-line application to the U.S. Department of Justice for the FY2016 Local Solicitation USDOJ Edward Byrne Memorial Justice Assistance Grant BACKGROUND: The total grant request is $45,779.00 (Federal Share) which will be used to purchase covert electronic equipment for conducting undercover operations and ballistic shields and rifle plates which will be issued to patrol deputies to enhance officer safety when responding to high threat incidents involving armed subjects. No local match is required. Grant rules stipulate that the BOCC have a 30-day period to review the grant application prior to submission. However, due to a restricted time frame to complete the application process (research equipment, obtain quotes, prepare documents, etc.) before the submission deadline, the OCSO could not provide the completed application to the BOCC until after the 30-day review period was required to begin. The OCSO intends to make its Fiscal Year 2016 JAG application available to the BOCC for review and comment on June 21, 2016. The public will also have a chance to review this proposal and comment at that time. The required 30-day review period will have been completed by the time the US DOJ notifies the OCSO of any grant award, therefore satisfying this requirement. RECOMMENDATION: Request the Board of County Commissioners authorize the Chairman to sign, review and approve the application submission, accept the award, and sign all future grant documents during the term of the grant. Request the Board authorize electronic submission and delegate electronic signature authority to the Contracts & Grants office to submit the on-line application and on-line submission of future grant documents during the term of the grant on behalf of the Board.
