STATEMENT OF ISSUE: Staff has obtained an easement from Mr. Tommy Dorsey,
landowner, to facilitate improvements of the drainage along Helms Farm Road.
BACKGROUND: Helms Farm Road is a county maintained dirt road located in the Laurel Hill
area. During heavy rainfall events the road is subject to a substantial amount of surface runoff
which washes out the roadbed. In addition, large amounts of sediment are being deposited in a
nearby creek located to the south of Helms Farm Road. Mr. Tommy Dorsey, adjacent
landowner, has granted the County an 80’ x 122’ drainage easement to construct a sediment
basin in hopes of treating the runoff prior to the sediment being deposited on the property of Mr.
Charles Etheridge.
Staff will utilize the area as part of an upcoming improvement project that will enhance the
roadway surface and now provide stormwater management. Once completed the stormwater
basin will be the maintenance responsibility of Okaloosa County.
OPTIONS: Approve/Disapprove the acceptance and recording of the drainage easement for
Helms Farm Road.
