BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Constantine Task Order 19 Revision 1 DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) has requested the services of Constantine Engineering under Task Order 19 Revision 1 per the terms of Contract #C13-2068-WS. Revision 1 (attached) adds $65,000.00 to the current Task Order amount, for a new Task Order total of $565,000.00 for services performed in FY2016. Task Order 19 Revision 1, for Sunshine State One-Call of Florida (SSOCOF) services (AKA "line locating"), is attached for your review. BACKGROUND: OCWS has maintained a contract with Constantine Engineering for more than 12 years to perform line location services for responding to SSOCOF service location tickets. This contract is necessary to comply with the Underground Facility Damage Prevention and Safety Act, Florida Statute 556, Sunshine State One-Call of Florida Requirements. On 9/1/2015, the Board of County Commissioners (BCC) approved Constantine Engineering Task Order 19 for FY2016 line locating services, with an amount not to exceed $500,000. This revision to the original task order is required to facilitate mandated services performed by Constantine Engineering in accordance with the above-mentioned state statutes. The current budget ceiling of $500,000 has not yet been exceeded, but we are on pace to do so through 9/30/2016, due to an increased amount of construction activity in the region, which ultimately results in more line locating. On behalf of OCWS, Constantine responds to dig tickets or calls placed by contractors, builders, engineers, etc. To adequately support the dig tickets through 9/30/2016, additional professional and technical services associated with locating, verifying, ticket management, and line location services will be required. The budget ceiling and ticket volume is tracked by OCWS staff and Constantine Engineering on a monthly and weekly basis, respectively. Staff estimates this additional volume of work will not exceed $65,000. The $500,000 number was budgeted in March of 2015, and staff felt that it was a conservative estimate at that time. It turns out the construction activity increased much more than we anticipated. Please note that the Period of Service on Task Order 19 Revision 1 is 10/1/2015 through 9/30/216; as such, it will include payment of all invoices for any work done in that period. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Revision 1 to Task Order 19, adding $65,000.00, for a total not to exceed fee of $565,000.00 with Constantine Engineering. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
