STATEMENT OF ISSUE: The County currently provides economic development incentive for
businesses that either locate within the County or expand their existing businesses. The
incentive is a reduction of ad valorem taxes on the expansion or construction and is based upon
the number of new jobs created which exceed defined wage amounts. An additional incentive
tool for economic development purposes would be the provision of deferral programs which
would allow payments of certain utility capacity and expansion charges over a period of time.
Staff requires the direction of the Board for the purposes of the development of alternative
approaches to assist in economic development through deferral programs.
BACKGROUND AND ANALYSIS: The County currently provides economic development
incentive for businesses that either locate within the County or expand their existing businesses.

options that the Board may consider and staff would propose to bring those back to the Board at
a future date for consideration and further direction.

RECOMMENDATION: Authorize staff to review and bring back to the Board for its
consideration, various economic development incentives that would assist with the County’s
other ongoing incentive programs.
