BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Layne Christensen Company Change Order #5 for Del Cerro II Well
DEPARTMENT: Water and Sewer
BCC DISTRICT: 1
STATEMENT OF ISSUE: Approve Change Order #5 of Layne Christensen Company, Inc.’s
Contract # C13-2026-WS, which would add additional scope of work to the construction of the
Del Cerro II Public Water Supply Well.
BACKGROUND: Okaloosa County entered into contract with Layne Christensen Co., Inc. on
April 3, 2013 for the construction of the Del Cerro II Public Water Supply Well in the amount of
$934,895. Due to unforeseen site conditions, four (4) change orders have been executed on this
contract to date, which now make the total contract amount $1,065,805, with a final completion
date of December 11, 2014. The change orders stem from the water bearing formation
exhibiting a lower yield and sand. The change orders can generally be described as follows: 1)
extended test pumping, 2) surface casing issues, 3) gravel pack (filter) and screen installation,
and 4) pump discharge column size and building modifications.
The project is now on track and the well itself below ground has been completed. With the
additional work authorized by the change orders mentioned above, the yield and sand issues have
been remedied. The contractor is now working on finishing out the well building. In the process
of constructing the building, several delays have occurred because of longer than anticipated
delivery times and more complicated submittal reviews (because of the building being modified).
OCWS staff and engineers have reviewed the request for a 55-day extension, and we believe it is
fair and reasonable. The new final completion date will be February 4, 2015.
OPTIONS: Approve or deny.
RECOMMENDATION: OCWS requests BCC approval to authorize the Chairman to execute
Change Order #5 with Layne Christensen Company on Contract #C13-2026-WS for the Del
Cerro II Public Water Supply Well, which adds 55 days to both the Substantial Completion and
Final Completion dates.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Larry Williams
SUBJECT: New Staffing Plan for Okaloosa Extension
DEPARTMENT: County Extension
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval to add one (1) County Extension Agent position
to County Extension as part of a new cooperative staffing plan agreement between the
University of Florida and Okaloosa and Walton counties.
BACKGROUND: During the summer of 2014, Walton County had an open Agriculture
Extension Agent position and Okaloosa County had an open Family & Consumer Sciences (FCS)
Extension Agent position. A new cooperative staffing plan was discussed that involves the
Agriculture Extension Agent position becoming a multicounty agent position for
Walton/Okaloosa and the FCS Extension Agent position becoming a multicounty agent position
for Okaloosa/Walton. There would be no additional cost in salary for Okaloosa or Walton with
this change in that each county will be splitting the county portion of the 2 positions instead of
providing 100% of the county portion of only one of these positions (as it was prior to the new
staffing plan). For clarification, instead of a 60%/40% split (University/Okaloosa County) for one
position, we would share 2 positions with a 60%/20%/20% split in funding (University/Okaloosa
County/Walton County). Through an existing cooperative agreement with the University,
health insurance, leave time, and most benefits are paid solely by the University.
According to Okaloosa County Human Resources Policy, Chapter V - Classification Plan, Section
F - Position Control: “All positions in the County are established and maintained through a
budget each fiscal year in accordance with established budget and accounting procedures. The
establishment of additional positions not approved through the budget process shall be
coordinated through the Human Resources Department and will be accomplished at the
discretion of the County Administrator upon approval of the Board. Changes to position
allocations that do not result in an increase in the current approved budget of a department
may be authorized by the County Administrator.”
While this change in the staffing plan was discussed and conceptually approved in a July, 2014
meeting between County and University officials, the details were not transferred to the budget
process for the Board’s approval.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Approve adding one (1) County Extension Agent position to the
Okaloosa County Extension department.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: December 16, 2014
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Jail Door Control Systems Replacement
DEPARTMENT: Corrections
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Department of Corrections requests that the Board award the
bid for the replacement of storm damaged electronic door control systems and the connected
video and intercom systems to Willo Products in the amount of $195,486.00, they being the low
bidder meeting specifications.
BACKGROUND: During the storm of April 30, 2014, the Okaloosa County Department of
Corrections suffered severe lightning damage that crippled electronic door control systems and
the connected video and intercom systems beyond repair. On August 5, 2014, the Board
committed to fund the project in the FY15 Capital Outlay budget, authorized the Department of
Corrections to proceed with the request for bids and established a selection committee.
Subsequently, a request for bids was issued. Three (3) vendors submitted bids for the project.
The Selection Committee recommends that the bid be awarded to the low bidder, Willo Products.
Funding is available in Capital Outlay and we anticipate partial reimbursement from FEMA.
If approved, a contract will be presented at the next regular Board meeting for approval.
OPTIONS: Award Reject
RECOMMENDATIONS: The Department of Corrections recommends awarding the bid to
Willo Products.

SUBJECT: Jail Door Control Systems
DEPARTMENT: Corrections
BCC DISTRICT:
STATEMENT OF ISSUE: During the storm on April 30, 2014, the Okaloosa County
Department of Corrections suffered severe lightening damage that crippled our electronic door
control systems and the connected video and intercom systems. We request authorization to issue
a request for bids to replace this system. Preliminary estimates place the value of the project at
$300,000.00.
BACKGROUND: Facility Maintenance Technicians have been able to restore limited function
of the systems by taking from their remaining stock of chips and cards. As of the current date,
they have not been able to restore the system to pre-disaster condition nor does it appear that
they will be able to do so. These systems depend on sophisticated interface cards, programmable
controllers, and modules which are obsolete and no longer available. Further failure of this
system would pose significant life safety concerns. Department of corrections staff have been
engaged with Florida Department of Management Services and Federal Emergency Management
Administration staff to pursue reimbursement for the project once it is complete.
We request that the Board commit to funding the project in the FY15 Capital Outlay budget,
authorize the Department of Corrections to proceed with the request for bids and establish a
selection committee to include Purchasing Manager Jack Allen, Electrical Supervisor Neil
Redmond, Corrections Lieutenant April McQueen and Corrections Captain Stefan Vaughn.
