Firefighting Facility (ARFF) at the Northwest
Florida Regional Airport (VPS).
BACKGROUND & ANALYSIS: Contract negotiation was approved by the Board with
AVCON to provide administration of the ARFF construction. The contract document has been
prepared as is ready for the Chairman’s signature.
The purpose of the contract is to provide additional design, re-bidding, construction
administration and inspection services for the Eglin Air Force Base ARFF. The construction
work is anticipated to extend for a period of 270 calendar days from the contractor’s notice to
proceed to final completion. Total cost of the AVCON contract is $357,545.
Northwest Florida Regional Airport encompasses a 130 acre lease hold through a Long-Term
Lease and Joint-Use Agreement with the Department of Defense. Defined by the Federal
Aviation Administration (FAA), Northwest Florida Regional Airport is a Class 1 Scheduled
Service Airport, ARFF Index C and licensed as a Part 139 Commercial Service Airport.
Operators of Part 139 Airports must provide ARFF services during air carrier operations. The
airport is required to have an Airport Rescue Fire Fighting Facility with support as outlined in
the Federal Airport Certification Regulation. FAA requirements are met or exceeded by the
USAF through the Joint-Use Agreement.
The ARFF will consist of approximately 8,000 square foot Airport Rescue and Firefighting
Facility on a 4.5 acre leased parcel on Eglin Air Force Base. The ARFF will include truck bays
with associated truck drive-through pavements, vehicular parking lot, utility and storm water
management facilities. Eglin AFB will equip and man the County owned ARFF facility.
On October 7, 2014 the Board approved to re-bid the ARFF project as a result of the low-bid
contractor withdrawing his required payment and performance bonds. Upon approval, the ARFF
design will be completed, the project will be advertised for competitive bids and a construction
recommendation brought back to the Board for approval. The project is funded by the: FAA
$2,743,526, Florida Department of Transportation $150,000, and Passenger Facility Charges
$154,836, for a total of $3,048,362.00.

Baggage Handling System (BHS).
BACKGROUND & ANALYSIS: Contract negotiation was approved by the Board with

third-party construction of the Northwest Florida Regional Airport (VPS) Baggage Handling
System (BHS). The contract has been prepared and is ready for the Chairman’s signature. The
total amount of the contract with Michael Baker is $570,651.
In the continuing development, maintenance and expansion of the Northwest Florida Regional

including both temporary and permanent conveyors that will be automated and tied into the

this project as a recapitalization, 100% funded by the Department of Homeland Security at
$4,300,000.
