BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 5, 2015
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Public Hearing - CHDC FLUM Amendment and Rezoning
DEPARTMENT: Growth Management
BCC DISTRICT: Commission District 1
STATEMENT OF ISSUE: Consideration of a request changing the use of land on behalf of
Crestview Housing Development Corporation (CHDC) relating to property located on Malcolm
Tucker Avenue, Crestview. The request is to change the Comprehensive Plan Future Land Use
Map (FLUM) designation for the property from Low Density Residential (LDR) to Mixed Use
(MU), or a more restrictive FLUM designation. If the FLUM amendment is approved, request to
rezone the property from Residential - 1 (R-1) district to Mixed Use (MU) district, or a more
restrictive zoning district. Property contains 1.34 acres, more or less.
BACKGROUND:
• The CDHC owns five affordable housing duplexes on Malcolm Tucker Avenue (the “property”).
These units have been there since 1993.
• The CDHC would like to build another affordable housing duplex on an adjacent lot it now owns
on Malcolm Tucker Avenue.
• The 1990 FLUM designation was Mixed Use with “split” zoning BG in the front and AA in the
rear which was in effect at the time the duplexes were built.
• The property was subsequently designated as Low Density Residential (LDR) when the FLUM
was revised in 2003.
• The BG/AA zoning district remained undisturbed until May, 2010 at which time the zoning map
was changed to reflect the FLUM. The property was then changed to R-1 so as to comport with
the LDR FLUM designation.
• The LDR FLUM and R-1 zoning does not permit duplex dwellings.
• The requested FLUM change and rezoning would change all of the CDHC property to reflect its
actual use, and would enable the construction of a new affordable housing duplex.
To date, staff has received no public comments or opposition.
The Planning Commission voted unanimously to recommend approval at a public hearing held April 9,
2015.
The Military Representative on the Planning Commission had no comments or objections.
OPTIONS: Adopt or not adopt the requested FLUM amendment and rezoning.
RECOMMENDATION: It is recommended that the Board consider the facts presented herein, the
Planning Commission recommendation, as well as any facts that may be presented at the public hearing,
and then decide whether or not to adopt the requested FLUM amendment and rezoning. As these actions
are accomplished through separate ordinances, each ordinance must be acted upon individually, with
approval of the FLUM amendment preceding the rezoning.
